ITEM I STATE STRATEGY FOR ATM Module 1 Topic 1 Aeronautical system 4
DEFINITIONS n n Aviation transportation system – set of aircraft, ground facilities, personnel (provides operation and maintenance of aircraft and ground means) and managements units Air navigation service provider (ANSP) – state or commercial enterprise, which provides aeronautical service for General air Traffic (for example, in Ukraine we have state provider – Uk. SATSE – Ukrainian State Air Traffic Service Aeronautical system 5
DEFINITIONS Air traffic management (ATM). The dynamic, integrated management of air traffic and airspace including air traffic services, airspace management and air traffic flow management — safely, economically and efficiently — through the provision of facilities and seamless services in collaboration with all parties and involving airborne and ground-based functions.
DEFINITIONS n Организация воздушного движения (Ор. ВД). Осуществляемая безопасным, экономичным и эффективным образом динамичная и интегрированная организация воздушного движения и воздушного пространства, включая обслуживание воздушного движения, организацию воздушного пространства и организацию потоков воздушного движения, путем предоставления средств и непрерывного обслуживания в сотрудничестве со всеми сторонами и с использованием бортовых и наземных функций.
DEFINITIONS Air traffic service (ATS). A generic term meaning variously, flight information service, alerting service, air traffic advisory service, air traffic control service (area control service, approach control service or aerodrome control service)
DEFINITIONS n Обслуживание воздушного движения (ОВД). Общий термин, означающий в соответствующих случаях полетноинформационное обслуживание, аварийное оповещение, консультативное обслуживание воздушного движения, диспетчерское обслуживание воздушного движения (районное диспетчерское обслуживание, диспетчерское обслуживание подхода или аэродромное диспетчерское обслуживание).
Ground Control – on taxiways and apron Approach Control – in the TMA TWR Control – on RWY and CTR Area Control – on the Airways in the CTA Uncontrolled Airspace Airways TMA Uncontrolled Airspace CTR
DEFINITIONS Air traffic control service(ATCS). A service provided for the purpose of: a) preventing collisions: 1) between aircraft, and 2) on the manoeuvring area between aircraft and obstructions; and b) expediting and maintaining an orderly flow of air traffic
DEFINITIONS n n n Диспетчерское обслуживание воздушного движения; ( управлениe воздушным движением). Обслуживание, предоставляемое в целях: а) предотвращения столкновений: 1) между воздушными судами и 2) воздушных судов с препятствиями на площади маневрирования; b) ускорения и регулирования воздушного движения.
ATM, ATS and ATCS INTERRELATION Air traffic management (Ор. ВД) Air traffic service (ОВД) Air traffic control service (УВД)
GENERAL AIR TRAFFIC n General air traffic ( GAT) – means all movements of civil aircraft, as well as all movements of State aircraft (including military, custom and police aircraft) when these movements are carried out in conformity with the ICAO (International civil aviation organisation) Aeronautical system 14
Operational AIR TRAFFIC n n Operational air traffic (OAT) – encompasses all flights which do not comply with the provisions stated for GAT and for which rules and procedures have been specified by appropriate national authorities. OAT can include civil flights such as testflights, which require some deviation from ICAO rules to satisfy their operational requirements Aeronautical system 15
Сокращение GAT в настоящее время применяется как общее сокращение для гражданского и военного воздушн движения.
GLOBAL, REGIONAL AND NATIONAL AERONAUTICAL PLAN INTERRELATION ICAO Headquarters National plans Means and services for implementation of Global plan Operational concept and general principles of planning … National plans General operational requirements and criteria of planning Documents for introducing means and new types of services States PIRGs – project plan and implementation regional groups Aeronautical system 17
UKSATSE PROGRAM UKSATSE (Ukrainian State Air Traffic Service Enterprise) has Program for improvement of ATM system approved by CAA which comprises: n Development of network of airways n Integration to European aviation community n Improvement of communication, navigation and surveillance means Aeronautical system 18
