GEORGIA LEADER Any individual who has the authority and/or responsibility, in a supervisory role, for Board-approved educational programs and/or personnel required to hold certification for their assigned job as determined by the PSC.
LEADER DEFINITION For the Purpose (Only) of Accepting Candidates into an L-6/7 Performance -Based Program, Leadership Position Determined by the Local School System in Partnership with their College/University Provider
Certificate Structure Incoming “Old” “Out of State” Certificate “NEW” Certificate Almost Finished “Old” Cert Program Leadership Endorsements
L-5 Program and GACE Assessment • Similar structure to existing programs. • Emphasis on Leadership Core Knowledge. • Content must be aligned with new standards. • GACE Leadership Assessment must be passed. Masters Degree or higher may be in any field, combined with GACE Leadership Assessment.
L-6 or L-7 Program • Performance-Based • Building or System level, based on leader’s area of job responsibility • Building Leader programs emphasize Instructional Leadership skills focused on student achievement. • System Leader programs emphasize Management of Resources to facilitate student learning.

LEADERSHIP PREPARATION CHANGES: Where are we NOW? • New Standards approved, effective April 15, 2007. • L-5 -6 -7 Leadership programs, based on new performance-based requirements are being developed. • Current state-approved programs will sunset on July 1, 2008. • New programs will be approved by July 1, 2008. • New state-approved performance-based programs will begin in Fall 2008.
LEADERSHIP ASSESSMENT CHANGES: Where are we NOW? • The GACE Leadership Assessment will be administered for the first time on June 14, 2008. • The last date the Praxis Leadership test could be taken and used for Leadership certification in Georgia WAS March 15, 2008. (Special re-test for those pre-registered, missed due to Atlanta tornado; scored, mailed on April 29, 2008. )
‘OLD’ GEORGIA CERTIFICATE HOLDERS What About Us? • Holders of Clear Renewable L-5, L-6 or L-7 certificates issued prior to SEP 30, 2009: GRANDFATHERED - KEEP “L” CERTIFICATE Certificate will NOT be Performance-Based. Renew with standard requirements. Continue to be eligible to be hired/serve as leaders. If L-5, do not have to move to L-6 or L-7. May elect to add PB Designators, not required.
What if I am Already Enrolled in a Georgia Leadership Program? • Complete Existing Program and: • pass Praxis Leadership test by NLT March 15, 2008 OR • pass GACE Leadership Assessment to be given the first time on June 14, 2008. The Date of PROGRAM COMPLETION is the Key…. .
What if I am Already Enrolled in a Georgia Leadership Program? • Those completing their initial Leadership Program AFTER September 30, 2009 must have GACE an upon leadership employment, MUST enroll in a Level-6 or Level-7 Performance-Based Leadership Progra
What if I am an Incoming Out-of State Leadership Certificate Holder? • After Sep 30, 2009, no change from current procedures. • Move employment to Georgia with out-of-state “L” certificate and “L” content test: * Meet Sp GA Req, get Clear Renewable “L” (Not PB). * Without Sp GA Req, get 1 -year NL to meet. * May elect to add Performance-Based Designators, optional not required. NOTE: In this case, we do accept out-of-state “L” Content Test.
What if I Work in Georgia and Complete an Out-of State Leadership Program? • After Sep 30, 2009, if employed in GA school, and complete an initial out-of-state (non-PSC approved) Leadership Program: * Get an upgrade of Georgia certificates. * If meet Sp GA Req (including GACE), get NL cert. * Upon Leadership employment, enter a Performance. Based L-6 or L-7 Program. * If do not meet Sp GA req, get no “L” cert until met. NOTE: In this case, do NOT accept out-of-state “L” Content Test.
