Outline 3 Main Activities to Assist NAI Parties: n n n (1) Southeast Asia (SEA) Regional Project (Phase I to end in September/October 2010) (2) NAI GHG Inventory Software (Version 2. 0 planned for release at SB 32) (3) Africa (Eastern and Southern) Regional Project (to be initiated in June 2010) 2
Major Issues and Concerns n n n n n Various levels of technical expertise Inventory “systems” are functioning but unsustainable Teams are small; with limited resources and multiple responsibilities Difficulty in retaining people; work is not attractive Insufficient documentation of methods, activity data (AD), emission factors, and processes Lack of AD and non-representativeness of default EFs Weak institutional arrangements (for data sharing, etc. ) Lack of tools to move to higher tiers The secretariat received requests for assistance to strengthen the capacity of countries to improve their national GHG inventories General mandate included in Article 8, paragraph 2 (c) of the Convention, as recalled in Decision 17/CP. 8, the UNFCCC secretariat will facilitate assistance to non-Annex I Parties 3
Catalytic Role of the Secretariat The UNFCCC secretariat plays a catalytic role in: - Addressing non-Annex I Parties’ requests for assistance - Coordinating with relevant organizations to avoid duplication of efforts, maximize efficiency and minimize costs - Raising supplementary funds to provide adequate assistance to NAI Parties - Coordinating the implementation of activities (regional coordination, Mo. U for workshops, logistics, etc. ) 4
Project 1: Regional capacity-building for sustainable national greenhouse gas inventory management systems in Southeast Asia (SEA GHG Project) Participating Countries: 1. Cambodia 2. Indonesia 3. Lao P. D. R. 4. Malaysia 5. Philippines 6. Singapore * 7. Thailand 8. Vietnam Project Duration: >3 years (2007 – 2010) Funding sources and collaborating Institutions: - US - Environmental Protection Agency (US-EPA) - Colorado State University (CSU) - Japan’s Workshop on GHG Inventories in Asia (WGIA (GIO/NIES)) - EU 5
SEA GHG Project Objectives: To strengthen the capacity of SEA countries to improve the quality of their national GHG inventory for the development of sustainable inventory management systems. Components: Component 1: Improving National Inventory Management Systems Component 2: Comprehensive multi-tier GHG software for Agriculture and LULUCF (ALU software) Component 3: Targeted improvements to LULUCF sector (Forest land) Component 4: Targeted improvements to Agriculture sector Component 5: Targeted improvements to Energy sector 6
NAI GHG Inventory Software (Version 2. 0) Project 2: n n n n To address the (in)compatibility issues of the current version (2007 – based on MS Excel) Web based application Possible access over a network (allowing simultaneous access to the internal database) Data entered into worksheets is stored into a database that is physically separate from the programme displaying the worksheets (new versions of software won’t impact the data stored) Based on free widely used language and tools Very small size (only a few mb) To be released as a fully functional prototype at SB 32 7
Project 3: Regional capacity-building for sustainable national greenhouse gas inventory management systems in Eastern and Southern Africa Participating Countries: 1. Around 5 to 7 NAI Parties from Eastern and Southern Africa 2. Countries with REDD projects 3. Scoping meeting tentatively planned for end of June 2010 Project Duration: 3 years (2010 – 2012) Funding sources and collaborating Institutions: - Canada US - Environmental Protection Agency (US-EPA) - To be confirmed Colorado State University (CSU) Switzerland EU 8
