Flood No. 5 in Nghe An Qui Chau and Que Phong districts 10 -12 September 2007
Team and Methodology • 10 members, different organizations • Methodology – Divided on sectors – Worked at different levels – Interviews, observations, secondary data • Area cover: – 2 most affected districts (QC, QP) – Most affected and second affected communes
Basic information of area • • Remote and mountainous High poverty rate: 48 -53% Ethnic minority: 80 -90% Livelihood: mainly on agriculture and forest exploitation – Cultivated land is small • Market operation: only at district
Damages • Overall: 214/476 communes were affected • Livelihood and nutrition – – – Crops: partly to completely affected: >2600 ha (80%) Paddy field was covered with thick sand: 247 in QC Winter crop time already past for maize Animal lost: 76 cattle + 31, 700 poultry; aquaculture Dams and canals broken: 7 dams + several canals Transportation: blocked • Shelter & non-food items – Collapsed, washed away houses: 50 – Damaged houses: 237; flooded houses: 864
Damages (continue) • Education – Schools/boarding houses for teachers were washed away or damaged – Tables, school materials were damaged – School closed for 2 -5 days, not re-open until 15/10 (Nam Giai) • Health, water and sanitation – Health clinics were damaged (10/14), 1 totally damaged – Several wells were flooded and contaminated (QC): 590 – Water system was broken in Nam Giai (15, 000 people in QC were out of clean water) – Environment pollution: mud, wood, rubbish, waste
Current needs • Livelihood and food security – Food for next 4 -6 months – Animal raising – Cash for basic things – Field recovery (247 ha in QC) – Crop restoration – Infrastructure recovery • Shelters and non-food items – Emergent shelters
Needs (continue) • Health, water and sanitation – Recovery of commune health stations – Environment sanitation: cloramin, permethrin, mosquito nets, units of medicine – Clean water supply in QC (Nam Giai) • Education – Reparation of class rooms and schools – Text books, educational materials and equipment
Current response • Immediate and helpful response for urgent recovery from Gov. and voluntary forces • Province/Dist. issued good policy of support – Cash for death, injured, swept-away and collapsed houses, school children – Food, salt, fuel for the affected households – Seeds for coming crops – Cash for immediate transportation recovery (150 -300 million/district)

Recommendations • Livelihood and food security – Provide 1 -3 months’ food and supplementary to the affected households – Cash dispersal to assist most urgent needs over coming months – Support for the recovery of damaged field – Supplementary support for fertilizers and/or seeds. – Support for basic infrastructure recovery
Recommendations (cont. ) • Shelter and non-food items – Provide emergent shelters for the affected HHs – Ensure compensation reach the affected and adequate for needs. – Provide utensils for the washed away HHs • Heath, water and sanitation – Support with environment sanitation: cloramin, permethrin and mosquito nets
Recommendations (cont. ) – Ensure adequate sources for recovery of commune health stations and facilities – Raise awareness on population on health, hygiene. – Provide complement 03 Units of medicines – Provide soap • Education – Repair/reconstruct damaged classrooms and schools – Support text books, notebooks, education materials – Replace fittings and furniture
Recommendations (cont. ) • Child protection – Ensure sufficient nutrition levels – Monitor and provide additional support for those who lost parents – Assist to facilitate health check-ups – Provide vaccination against encephalitis, hepatitis and other 6 diseases – Short and medium term relief and long-term development program to reduce child labour
