EVALUATION OF SCHOOL LEADERSHIP AND TEACHING PRACTICE INITIAL SITUATION BEFORE DECEMBER 2009 • There was NOT a culture of systematic external evaluation: • STUDENTS. Only University access (only for those) • SCHOOL LEADERS. Only if complains (not common: too many teaching hours… etc) • 30% of SL volunteer candidates. 70% compulsorily appointed. From the teaching staff. • Usual mandate period 1 or 2 years. • At some schools, rotatory system to be Management Team. • Extended opinion (LH): “anybody could be SL”… but only a few wanted to be. • Sometimes, negative opinion about the post: Being volunteer SL was negatively perceived by the rest of teaching staff… preferably to be compulsory designed. EVALUATION OF SCHOOL LEADERSHIP AND TEACHING PRACTICE CONSEQUENCES Not unified criteria for the School Leader selection: As Inspectorate, not unified criteria. Only requirement: permanent teacher in school. Lack of transparency in the Administration: If teachers have the right to know which criteria will be used for their access to become Civil Servant: exams, contents. . . made public, Known by Unions, etc If students have the right to know which criteria will be used in their evaluation. Public at the beginning of the academic year. SL appointment and continuity was a “dark area”. Nothing was clear around it. In theory: there could be not objectivity and arbitrariness. EVALUATION OF SCHOOL LEADERSHIP AND TEACHING PRACTICE CONSEQUENCES -2 Lack of stability: Appointment for 1 year or 2. Lack of Knowledge of the School: Once the school leader started to know a little bit more…. . he/she leaved. Not school system stability as a whole. We were wasting efforts: Students’ results are explained in a 70 -85 % by their backgroud: family, ISEC. . The rest is in the hands of the school. And 1/3 or 1/5 th of school influence is due to the indirect action of the School Leadership. BUT Let’s see. It seems to be too negative. Besides, if students results are good (remember 1 st day data and figures). So, 2 conclusions: 1. - the system to appoint and evaluate SLs was not good. 2. - SL were great professionals. Successful School Leadership: What It Is and How It Influences Pupil Learning. London: Df. ES. Research Report 800. • BASQUE SCHOOL GOVERNIG BOARD, Several Reports about School Leadership in Basque public schools from 2000 to 2010. • Spanish authors, such as CAMPO, GARÍN, MURILLO, etc. • First draft by School Inspectors. • Then, to experienced School Leaders (from the beginning SLs took an important part and feeback). • A tool composed of 5 dimensions and 18 criteria. • Each indicator analyses corresponding sources of evidence. Templates – Project accepted by school Comission formed by: representatives of teachers, parents and Administration: Inspectorate. – Trainning course for unexperienced SLs. . The the evaluation toolis explained to SL from the beginning. Salary increment. If positive eval. , competence as a merit for career promotion to other posts in administration: School Inspectorate… – If positive eval. , salary consolidation after post resignation. • School Level: – SL with project gives stability in the implementation of objectives, activities, working lines… – Project is a solid basis for next management projects – School community involvement: part of selection commiteee • System level. – Stability as Basque Network of public schools. EVALUATION OF SCHOOL LEADERSHIP AND TEACHING PRACTICE EVALUATION PROCESS: FORMATIVE AND SUMMATIVE GOALS. – First three years, formative: – Evaluator Team improvement proposals at the end of every school year. – SL´s competence and Implementation of improvement proposals. – Improvement proposals explained to the SL – 4 rth year , summative: – Spanish education regulations for all Autonomous Communities. – Evaluator Team report for whole period through a grade. – SL´s final report: grade of goals implementation. Weakness and strengths of mandate period. – If positive evaluation, Competence approval by Educ. Delegate. • If SL wants to continue – Up dated Plan with improvement proposals for next 4 year period. – Not necessary approval of commission. – If negative evaluation: • No renovation of the mandate period • No consolidation of salary. EVALUATION OF SCHOOL LEADERSHIP AND TEACHING PRACTICE EFFICIENCY LEVEL • Each of the Criteria and indicators are evaluated according to 4 efficiency levels. – From 1 to 4: – 1 is the least efficient level – 4 means the excellence level – The minimum level required to approve the essential criteria is 2. EVALUATION OF SCHOOL LEADERSHIP AND TEACHING PRACTICE EFFICIENCY LEVELS 1 ST LEVEL: 2 ND LEVEL: • • • The SL observs the law BUT SL has done little/no prevision for anything. No School Annual Plan/ no proper definition of goals and activities. • NO COHERENCE between strategic plans. • If improvement, not due to the direct intervention of SL. • INDIVIDUAL INITIATIVES related to Extracurricular areas/ material resources & no related to TEACHING AND LEARNING PROCESSES • Examples: – PLAYING CHESS/ GUITAR – Answer: «YES TO EVERYTHING» (if not any problem…), – Little connexion with activities, little planning. – NO EVALUATION. NO IMPROVEMENT – NO CONTINUITY for the future • The ESSENTIAL functions covered, but much more improvement. • SL promotes CERTAIN PROJECTS and Plans • CERTAIN TRACEABILITY between strategic plans • TEACHING AND LEARNING PROCESSES become relevant. . BUT: Plans do NOT REACH THE WHOLE SCHOOL. • Examples: – Previous plan for Methodology implementation, “Cooperative learning” only in the first level of Low Secondary School. – Goals/ activities PARTIALLY EVALUATED/ not clear. – Some improvement proposals BASQUE COUNTRY INSPECTORATE OF EDUCATION. EVALUATION OF SCHOOL LEADERSHIP AND TEACHING PRACTICE 3 RD LEVEL: – Global vision of school´s needs. – SL influences WHOLE SCHOOL through designed Plans – ALMOST ALL plans properly evaluated through quality indicators. – TOTAL TRACEABILITY in strategic docs: Improvement proposals: goals in next plans. 4 RD LEVEL: • The school works fluently by total coordinattion : through plans promoted by SL. • SL SYSTEMATIC EVALUATION for ALL School Projects. • TOTAL TRACEABILITY among ALL plans and projects. – For Example: – “Cooperative learning” is properly evaluated. • As SL he/she is a REFERENCE at school level and for other schools, institutions and other SLs. . – Improvements proposals as goals in the NEXT PLANS • For example: – it is EXTENDED TO the second level of Secondary , through a designed planning – The SL is taken a a reference for cooperative learning techiques. – SL is invited to give lectures, write articles… for the benefit of the School Community. Track the same items: (e. g. weakness become objectives, etc) • According to regulations? SL´s initial evaluation. Essential criteria (10/18) are evaluated. Strategic school documents revised: Coherence. Annual Report: Improvement proposals. • 2 nd year Formative evaluation. – the other 8 criteria. – Strategic school documents revised: Traceability – Report: Improvement proposals & grade of implementation of the previous ones. • 3 rd year Formative evaluation: • All criteria – School Board evaluates the SL management: Questionnaire on the 5 dimensions. – Self evaluation of SL & Management Team using the evaluation tool and grades. – Report: Improvement proposals.
