European Union National Technical Coordination Committees § § NTCC serve to guide the overall implementation of the project at the national level and as the primary decision making body at the national level. The NTCC will provide recommendations and information to the JSC. Specifically, the NTCC ensure that the project goals are being met at the national level and Serve as a forum for the coordination between national implementers of the policy support component and green business development component.

European Union Terms of Reference of NTCCs The NTCC established in a tailored, flexible and pragmatic way according to the specific situation in each country and In some countries an existing committee or body used to : • Provide direction to the implementation of the project at national level, • Serve as the primary body assessing needs and defining priorities at the national level. • Provide recommendations and information to the JSC. • Ensure technical level dialogue between the different components of the project. • Advice on networking activities in the country. • Ensure that the national grant projects stay on schedule and that outputs are being completed on time and within budget.

European Union Conduct of Meetings of the Committee • Convene regular meetings in accordance with the timelines of the project or conduct business through regular communication by e-mail and teleconference as appropriate and necessary. • May convene ad hoc committee meetings to advice on specific matters. • Operate on the basis of consensus. When consensus cannot be achieved, the Chairperson shall bring the issue to the JSC to facilitate the problem resolution • Agree to Terms of Reference at their first meeting. • May review these terms of reference and its membership and make necessary adjustments and amendments.
