Aid Global Objective • The global objective of the FSTP strategy is "to improve food security in favour of the poorest and the most vulnerable and contribute to achieving the first MDG, through a set of actions which ensure overall coherence, complementarity and continuity of EU interventions, including in the area of transition from relief to development as well as in particularly fragile situations". 4

Aid Specific objective • The specific objective of this Call for Proposals is to achieve timely and sustainable reduction in the food insecurity of vulnerable groups, thus enabling them to recover from a crisis situation and to take advantage of development opportunities. 5

Aid Lots • Result 1 (Lot 1): Actions within the Cassava and other roots and tubers sector focussing on processing and access to market for smallholder farmers and supporting the implementation of the existing National strategy in the sector. • Result 2 (Lot 2): Actions within the Livestock sector focussing on production and access to market for smallholder farmers and supporting the development of the National strategy in the sector. 6

The Call for Proposal will support in priority the urban and rural poor and vulnerable. • Priority 2: Promoting access to the market for smallholder farmers. 7

Aid LOT 1 - Cassava and other roots and tubers Types of action • Conduct a detailed sector analysis. • Research and development to insure adequate and sustainable production along the value chain. • Improve access to technology for production ensuring that cassava supply is aligned with processing sector requirements. • Improve access to technology for processing by utilizing appropriate mechanical harvesting methods, developing new processing technologies and valid methods of preserving the raw materials. • Develop and enforce quality and processing standards. 8

Aid LOT 1 - Cassava and other roots and tubers Types of action • Empower smallholder farmer organizations and foster an entrepreneur mindset. • Support to access to markets through enterprise development activities or establishing linkages between farmer organizations and private sector or potential clients. • Strengthen the National Cassava Sector coordinating Committee for Strategy Implementation, Monitoring and Coordination. 9

Aid LOT 2 - Livestock Types of action • Increase of livestock production, availability of livestock products and diversification at local and county level. • Increase animal feed availability, particularly through local production by using crop residues and existing by-products • Capacity development of veterinary doctors, livestock technicians and provision of adequate animal health service delivery facilities. • Support to community-based organizations involved directly or indirectly in the livestock chain (farmers’ associations, village development committees, cooperatives, processors, marketing structure). 10

Aid LOT 2 - Livestock Types of action • Support to access to markets through enterprise development activities or establishing linkages between farmer organizations and private sector or potential clients. • Strengthening the role and capacities of the local institutions directly concerned by the problematic of food security, agricultural development and economic development. • Supporting the development a National strategy in the livestock sector. 11

Call for proposals: General Info Europe. Aid • Co-financing: Maximum 90% and Minimum 50% • Duration of the action: from 30 months to 60 months. • EC contribution between € 1, 000 and € 2, 000 • Applicants and Partners: o o o An applicant may not submit more than one application per lot under this Call for Proposals. An applicant may at the same time be partner in another application. Partners may take part in more than one application. 13
