Establishment of Solid Waste Management Systems in Rural Areas of Tamil Nadu • • Engagement of MGNREGS workers as “Thooimai kaavalars” (Protectors of Environment) in Solid Waste Management activities in the selected 9, 000 Village Panchayats. One Thooimai Kaavalar for every 150 Households Door to door collection of waste Segregation of waste Dumping of biodegradable waste into Compost waste Dumping of non-biodegradable, non-recyclable waste into Landfill site. Sale of Recyclable waste to Scrap Merchants.

Provisions made under SWM • Excavation of compost pits under MGNREGS. • 3 Pits for each cluster: Ø 2 for Bio-degradable wastes Ø 1 for non-biodegradable wastes. • One Thoomai Kavalar (TKs) for every 150 Household • One Worksite Supervisor for every Cluster • Payment of Wages – MGNREGS Wage Rate –(Rs. 203) • Special Time & Motion Study for arriving Separate Rural Schedule of Rate for workers Ø Densely Populated : 75 Households 40 kg per day Ø Sparsely Populated : 50 Households 30 kg per day Role and Responsibilities of TKs, Worksite Supervisor and VPRC (Nodal Agency) Prescribed.

Change in Strategy – 2015 -16 (Cont’d. . ) SWM • NMR is designed for one week • Provision is given for entering the : Ø District, Block, Panchayat & Habitation name, type of the population( densely / sparely). Ø number of households in the habitation. Ø names of the Thooimai Kavalar, Job Card number, and provision for Signature/ Thumb impression. Ø total / average no of house hold and quantity of waste collected. Ø certificate of work site supervisor regarding the entries made in the NMR is correct. Ø Acknowledgment of the households whether the waste is collected or not. Ø Certificate of village Panchayat president and ward members the job done by the thooimai kavalar. Ø payment details/FTO details etc. ,
