1. i. The reality check – external l l Critical challenges in (EU focal) sectors : Health, Roads, Agriculture. Absence of progress in key / long-awaited PFM reforms. CP frustration: poverty trends; urban / rural divide. Limited policy / political dialogue; in spite of sustained PRBS dialogue, exchanges focussed on processes, notably corrective action plans in response to sector challenges. Review of Joint Assistance Strategy I, elaborated in response to Fifth National Development Plan

The reality check – internal l l Shortcomings of EDF institutional related programmes to date – ex of Road Development Agency. 10 th EDF Mid Term Review + ROM + Evaluations Designing new programmes - biting the bullet, without fully mastering the powder involved: Agriculture Performance Enhancement Programme, PFM, Statistics, Civil Aviation Reflecting on the Reform of TC and the implementation of the Backbone Strategy principles – seminar in 2010.
1. iii. The reality check – internal l Thinking ahead: the 11 th EDF Brainstorming on Budget Support and EU Development Policy (Green Paper exercises). Coping with challenges of strengthened EU political mandate.
Le constat: Need to improve our analytical capacity so that we can better understand context within which we are operating, identify drivers for change, the ‘room for manoeuvre’ , the ‘sticking points’; essential if we wish to have a more meaningful partnership through improved dialogue / engagement with state and non state actors, leading eventually to more effective cooperation.
2. The opportunity l l l ‘Appetite’ of a core group of DEL drivers, encouraged by senior management. Contagion to other colleagues + EU MS Coincidence with development of new PPCM guidelines. DEVCO interest in piloting PEA in Zambia. Taking advantage of ‘maillots jaunes’, Sue and Gareth
3. i. The process to date l l l January: DEL attends DEVCO ‘PE at work’ seminar. February: PE Reference Group established with colleagues (3) from OPS and the Political / Trade Section. February: DEL contacts Chantal Marijnissen, DEVCO E 5 - Quality Monitoring Systems and Methodologies for support. February: first (failed) attempt to trigger our PEA: a former PS – MOFNP and current Alternate Executive Director at Af. DB declines. May: Scoping mission by Sue Unsworth May: second (successful) attempt with lively presentation by Head of TIZ on foundational factors and rules of the game.
3. ii. The process to date l 22 June 2011: One day seminar – – Facilitated by Sue, Gareth and Neo Simutanyi 45 participants: DEL, EU MS, NOR, WB Validation of draft Country Level PEA Launch of Agriculture Sector analysis

The process to date A few lessons learned: l Indispensable buy-in by ALL, in particular senior management and LAs. l Necessary devolution of time for ‘intelligence’ work. l Opportune cooperation with Member States and like minded CPs. l We are not exposing anything dramatically new – but exercise helping to better articulate thinking and action.
4. Linking analysis and action Possible EUD development strategies l Take a longer-term view. l Look for short-term room for manoeuvre l Indirect strategies to shift rules of the game l Taxation focus. l Be realistic about capacity building
5. Open questions l l Involvement of actors not yet engaged: local authorities (notably NAO), NSA, Parliament, other CPs – When? How? Do we have means / expertise / time for our PEA ambition? What windows of opportunity can be possibly identified? What effective impact on EU cooperation?
6. i. What next? – at national level l Complete the Country level PEA; findings to be: – – – l assessed in relation to ongoing cooperation. reflected in design of 10 th EDF. reflected in definition of 11 th EDF (focus on taxation for ex). linked to CPG policy agenda post elections. linked to EU HOMS Political Dialogue agenda. Refine the Agriculture sector PEA; findings to inform engagement with line Ministries in relation to PEP.
6. ii. What next? – at national level l Establish linkages with WB led PFM PEA. Discuss with EU MS additional sector PEA (IRL for Education, UK for Health, UK/GIZ for certain aspects of governance, etc) Link PEA and Budget Support dynamics.
6. iii. What next? – at regional level l Process launched in February with IRCC concept note. Initial analysis to be considered as part of MTR of 10 th EDF Regional Strategy for Eastern and Southern Africa – Indian Ocean ‘region’ -> to be further discussed with Djibouti, Tanzania and Mauritius DEL. Analysis to be possibly factored in design of future regional economic integration interventions.
