ELECTORAL LAW IN RUSSIA
The right to vote is a legal concept, which has two basic meanings: Impartial Suffrage is a branch of the subconstitutional law, made up of law, sanctioned by law and established rules of customary practice governing the granting citizens the. Subjective suffrage is the right of citizens right to vote and the electoral method for to elect and be elected forming a government (in the broad sense); (in the narrow sense).
The principles of the electoral law in Russia are basic principles of democracy having important meaning for the institution of elections, expressing the essence of democracy in the country. They are guaranteed by the Constitution of Russian Federation.

UNIVERSAL SUFFRAGE The principle of universal suffrage means that the voting rights are recognized for all adults and mentally healthy people. This is the maximum possible and reasonable, which is not supplied sometimes. The universality means there is no discrimination on any grounds (gender, ethnicity, etc. ), that is, the impossibility of removal from the election of any individuals or groups.
DIRECT AND INDIRECT SUFFRAGE Direct suffrage means the voter's right to elect and be elected directly to the elected body or elected office. Indirect suffrage means that the voter chooses only the members of the council, which then elects the elected body.
EQUAL SUFFRAGE The principle of equal suffrage implies equal opportunity for each voter to influence the election results. It is a one of the most important manifestation of the equality of citizens guaranteed by the Constitution. Equal suffrage means that a citizen can use his vote only one time during the elections.
VOLUNTARY PARTICIPATION Voluntary participation in electoral process means that the voter decides to take part in the elections or not.
VOTING BY SECRET BALLOT The principle of secret ballot is to exclude the external monitor and control the will of the voters. The value of the principle is the guarantee of complete freedom of expression.
SYSTEM OF INTERNET VOTING Voting by secret ballot has some ways. One of them is Internet voting. This system is used in many countries of all the world. Though using of Internet-elections can disturb fundamental principles of the electoral rights.
By the way it was used in Russia for the first time in Novomoskovsk Tula region in 2008. According to Vladimir Churov, the main purpose of the experiment was primarily to determine the willingness of voters to participate in the electronic voting using the Internet and the possibility and necessity of such ballots. And the experiment was successful.
