UNICEF’s Definitions A Request for Proposals for Services (or RFPS) is an invitation for vendors to submit proposals for the provision of specific services as requested by UNICEF. A Long-term Arrangement for Services (or LTAS) is a formal non-binding arrangement made which does not constitute a commitment to buy. The LTAS will be established to be valid for a defined period of time. A contract will be issued for any agreed scope of work and budget. Once a vendor has an active LTAS, it will be invited to submit scopes of work and budgets for any project briefs provided by UNICEF. If UNICEF approves the scope of work and budget, then a contract is issued immediately. The process for contracting an award typically takes a few weeks. 6
Notes about the Questions NOTE 1: Many questions can be answered by reading the RFPS carefully. NOTE 2: For questions not relevant for the purposes of this RFPS, we will indicate this in the follow-up documents. NOTE 3: There were many individual questions which we thought were useful for completing this RFPS. However, we will not be discussing all of the individual questions today but will provide the answers in the follow-up documents. 7
Common Questions Are you considering agencies based abroad or do you have a preference for local suppliers? Would analytics & SEO trainings of UNICEF personnel be done remotely or on site? Can you advise which CMS will be selected? Would you be open to us bidding either on the analytics or seo portions if we specialize in one or the other but not both? Have you decided what software you’ll be using for the new Digital Analytics or could we propose new ones? (For example, switching from Adobe to Google Analytics; using or not using Google Tag manager; etc. ) Do you have a general idea of how many analytics/SEO projects will be awarded during the two-year contract? 8
Common Questions Effective international SEO must be done in-language and requires localized signal building. Is the SEO effort envisioned to be multi-lingual / multi-country? In section 2 B you mention ‘Off Page Optimisation. ’ Would this be working with an existing PR agency or actually doing the hands on tasks around offsite optimisation? Are you considering potentially purchasing Google Analytics Premium as part of the Digital Transformation Project, and/or would you be open to receiving pricing for it? Is the fixed rate-card cost ONLY an hourly rate? If not, what are the other options (e. g. deliverable or milestone based), and what is the criteria? The award notice is anticipated to be sent December 2 nd, but on what date should the two-year LTAS begin? 9
