§ Mexican Universities, following the example of other countries, needed a solution that would permit them to connect amongst themselves and with foreign universities with greater bandwidth at reasonable costs. 3
§ The strategy for the development of Internet 2 in Mexico was based upon the willingness of seven leading Universities to bear the cost of the installation of a high speed backbone, on a pro-rata basis 4
