About Hiiumaa Kärdla linn Pühalepa vald Kõrgessaare vald Käina vald Emmaste vald This project is part-financed by the European Union (European Regional Development Fund), the Finnish Ministry of Environment and the partners.
Hiiumaa is the County with 5 municipalities: 1 town and 4 rural communes. Mostly rural community values of natural conditions, clean environment, good on-island communication (both road and internet quality), support of neigbours, active citisens, very low criminality, realtively good primary and secondary education, and health service. Negative side of living in Hiiumaa are: poor connection to mainland, narrow choice of jobs, low level of cultural services, low level of salaries compared to Capital, higher risks in entrepreneurship (small market, expensive transport to mainland, difficulties in finding specialists). Main issues for the pilot • • • Marine oriented Town centre: keeping the Town centre functioning all year round, despite seasonal changes in number of customers. Supporting local entrepreneurs: holding the stable product range and delivery chain. Detail plan for urban centre of residence and business • Kärdla harbour was destroyed during the WWII and has not reconstructed yet. Over the past decade Kärdla municipality has prepared the planning, environmental assessment and building plans for the marina of the harbour. Now is the time to plan the urban area next to the marina. Main aim(s): • Detail plan includes functionally connected areas in the surrounding of Kärdla guest harbour. Urban centre will be the area /chain of marketing facilities where local handicraft and food producers can provide better access to their production for inhabitants and visitors of the island. • This would be the first example of urban and rural cooperation in planning aiming at connecting marina area with functioning service area. In connection to detail plan the potential number of customers both locally and among visitors will be identified. Transportation routes for the products regular delivery will be analysed. Potential obstacles and risks • • Political risks - If the Town Government would be changed during next elections, new political leaders would not be interested in the development of the harbour area Legal risks no, the harbour is the municipality owned Institutional risks - lack on money flow for implementation of the pilot Technical risks - Entrepreneurs not interested in delivering their goods.
