Total Ownership Cost: Approach • Develop tool to evaluate the TOC of a DB proposal • Government (GOV) team develops baseline TOC to set level playing field for proposal evaluation • “TOC Template” completed & submitted by DB proposer • Technical Evaluation Team (TET) evaluates whether proposal includes reasonable estimates for all assumptions in TOC analysis • Template initially developed for 7 common facility types: Admin Bldg Bachelor Quarters High Bay Hangar Fitness Center Child Development Center Instructional Training Fac (general purpose) Operational Training Fac (specialized) • Focus on major TOC cost drivers (80%/20% rule of thumb) 18 NAVFAC Washington 17 April 2012

Sustainment Cost • • Includes major building component / system preventive maintenance (PM) and whole component replacement at end of service life Does not include operating costs and unscheduled / corrective maintenance (assumed equal for all proposals) 4. Laws and Executive Orders 1. The Energy Policy Act of 2005 (EPAct 05): 30% Energy Savings below ASHRAE 90. 1 2004 2. Executive Order 13423 (2007): All new and 15% of existing buildings by 2015 must meet Guiding Principles 3. The Energy Independence & Security Act of 2007 (EISA 07): Expands and Strengthens EPAct 05 and requires a Green Rating System to reflect The Guiding Principles 4. Executive Order 13514 (2009): Reinforces EA 13423 and requires all new Federal Buildings to be Net Zero by 2030. 21 NAVFAC Washington 17 April 2012
NAVFAC Wash LEED Policy • In Spring of 2011, Secretary of the Navy Ray Mabus announced at the Federal USGBC Summit that in keeping with the Navy’s goals for sustainability and energy savings that new Navy buildings would be LEED Gold. • The Defense Authorization Act passed in January 2012 (FY-12 NDAA, sec. 2830) makes it illegal to spend additional money for Do. D buildings to get LEED Gold or Platinum. An exception exists (LEED Gold at no additional cost), but NAVFAC considers this unattainable. • Bottom Line: NAVFAC Washington will not consider LEED Gold or higher (Platinum) for selection on any FY-12 MCON projects. LEED Silver will continue to be the NAVFAC Washington standard for FY 12 MCON projects. 22 NAVFAC Washington 17 April 2012
