INTRODUCTION • Priority in terms of the PDGS objective: Human Capital Development target: – Increase in functional adult literacy and numeracy rates. • The Department of Health plays an active role towards achieving the Provincial target. • Various approaches have been adopted to inform the ABET delivery
BACKGROUND • ABET Programme initially delivered by means of voluntary tutors. • There were no dedicated tutors. • In 2006 to 2008 ABET tutoring outsourced to VEGA • In 2009, the Department of Education led-ABET programme was introduced. • Qualified Tutors/Educators have been appointed on contract basis.
CURRENT STATUS • DOH has 72 hospitals, 17 CHC’s, 11+ 1 districts, 4 regional laundries and hundreds of clinics in the Province. • Decentralised approach to service delivery: – each health facility is a business unit/cost centre. • 82 Health Facilities/Institutions enrol learners in ABET classes at various learning areas of ABET Levels. • Total budget allocation for ABET R 5, 822, 320. 00

APPROACH • • • Decentralized approach to ABET Programme Recruitment and selection of tutors took place in 2008 Appointment of tutors done in January to March 2009 Payment according to DOE rates Tutors are attending Capacity Building Workshops coordinated by OTP and DOE. Department of Education Examination will be written Level 4 – learners to undergo a National Examination Learners participating in Annual Literacy Celebration Day in September. ABET Task Team is functional to attend to ABET issues.
SUCCESSES • Since the inception of the ABET Programme more than 2200 employees have participated in the Programme doing only Fundamentals. • Some Institutions doing exceptionally well. – 7 learners at GJ Crookes completed Level 4 (GET Certificate) • Registered for matriculation • 10 more will be getting GET Certificate this year – 2 learners have completed level 4 at Osindisweni • to attain GET Certificate in June 2009 • Cores and Electives introduced at some centres in 2008. • In 2009 all Do. H Institutions doing Cores and Electives • HWSETA ABET Learnership awarded for 200 ABET Learners.
CHALLENGES • Learners could not obtain GET Certificate due to Fundamentals that were taught. • Delay in resumption of some classes due to financial constraints in the department. – Extra hours to be allocated as a recovery strategy. • Staff shortages limit the release of Learners to attend classes. • Lack of Resources e. g. Finances, Classroom, transport, stationary. • Unavailability of classes and tutors in remote rural areas – Number of learners insufficient to constitute a class. • • Lack of learner support by supervisors/line managers High failure rate in some Institutions Drop-outs Capacity Building Workshops held at KZN Academy– Not all Tutors can attend due to financial constraints in department
RECOMMENDATIONS • Management support in terms of Resource provision. • Keep Learners motivated – Provide Career progression, internal adverts targeting ABET. • Enhance monitoring of the ABET Programme. • Capacity building workshops in all Districts to accommodate all Do. H Tutors. • Collaboration and integration of ABET classes with other departments
