CUSTOMS ELECTRONIC INTERCHANGE – INTERNATIONAL AIR CARRIER Definition What Customs law requires of you Information you are required Details and Stipulations to submit to Customs International Carrier An entity who owns, operates, rents or charters a vessel, aircraft or vehicle, any such person who concludes a contract of carriage with a shipper, a cargo carrier or a master cargo carrier for the carriage of the cargo to a port or other place of discharge in the Republic, and any agent of such a person. Pre-arrival manifests for cargo carried by an aircraft and intended for landing in the Republic must, subject to such exceptions as the Commissioner may authorise, be submitted by the carrier; or master cargo carrier. • Final Manifest: Final manifests of cargo imported by aircraft must be submitted by the carrier or master cargo carrier. Final manifests of cargo imported by aircraft must be submitted by the cargo carrier, groupage operator and courier within the times specified for pre-arrival manifests. Submit completed Forms DA 8 A and DA 8 A. 01 to Mr. Johann de Goede, 4 th floor, Albany House, Durban. Pre-arrival manifests must be submitted— a)not later than 4 hours before the arrival of the aircraft at the first place of discharge in the Republic where the journey from the place of loading, to which that manifest relates, to the first place of discharge in the Republic is likely to take not less than 6 hours; b)not later than 2 hours before the arrival of the aircraft at the first place of discharge in the Republic where the journey from the place of loading, to which that manifest relates, to the first place of discharge in the Republic is likely to take between 6 and 4 hours; c)not later than 1 hour before the arrival of the aircraft at the first place of discharge in the Republic where the journey from a place of loading, to which the manifest relates, to the first place of discharge in the Republic is likely to take between 4 and 2 hours; or d)not later than 30 minutes before the arrival of the aircraft at the first place of discharge in the Republic where the journey from the place of loading, to which that manifest relates, to the first place of discharge in the Republic is likely to take less than 2 hours. CUSTOMS ELECTRONIC INTERCHANGE – FREIGHT FORWARDER Definition What Customs law requires of you Information you are required to submit to Customs Details and Stipulations Freight Forwarder – An entity which provides a full range of services including: tracking inland transportation, preparation of shipping and export documents, warehousing, booking cargo space, negotiating freight charges, freight consolidation, cargo insurance, and filing of insurance claims. Freight forwarders usually ship under their own bills of lading or air waybills (called house bill of lading or house air waybill) and their agents or associates at the destination (overseas freight forwarders) provide document delivery, deconsolidation, and freight collection services.
