CUSTOMS ELECTRONIC INTERCHANGE – INTERNATIONAL SEA CARRIER Definition What Customs law requires of you CUSTOMS ELECTRONIC INTERCHANGE – INTERNATIONAL SEA CARRIER Definition What Customs law requires of you Information you are required to submit to Customs Details and Stipulations International Carrier An entity who owns, operates, rents or charters a vessel or vehicle, any such person who concludes a contract of carriage with a shipper, a cargo carrier or a master cargo carrier for the carriage of the cargo to a port or other place of discharge in the Republic, and any agent of such a person. Section 101 A and Rules - Electronic communication for Customs & Excise purposes. Register as a user to communicate electronically with Customs. Details concerning registration can found under Section 1. 6 to the SARS EDI User Manual*. a) Rule 8. 03 - Registration Register as a cargo reporter (Form DA 8), and enter into a user agreement* with Customs to transact cargo reports electronically. Submit completed Forms DA 8 and DA 8. 01 to Mr. Johann de Goede, 4 th floor, Albany House, Durban. Rule 8. 04 & 8. 05– Submission of Cargo Reports, format and content. Submit cargo reports electronically in the format specified in the annexures to the SARS EDI User Manual # Rule 8. 06 – Schedule and Arrival Reports. CALINF # – Call Information. • Vessel Schedule: The carrier in respect of a vessel that is due to arrive with cargo for discharge at a port in the Republic on a voyage from a port outside the common customs area must submit a vessel schedule. Where the duration of the voyage from the first port of departure on that voyage to its arrival at the first port of discharge in the Republic is likely to take: a)more than 10 days - a CALINF Message must be submitted not later than 10 days before its arrival; or b)less than 10 days - a CALINF Message must be submitted not later than 12 hours before its arrival. CALINF # – Call Information. • Vessel Arrival: the arrival of any vessel at any port in the Republic must be reported to Customs. a) CUSCAR # – Customs Cargo Message. • Master Manifest: Any person - the carrier, master cargo carrier and cargo carrier, whoever arranged for the carriage of the goods as evidenced by a transport document - must ensure that the relevant Master Transport Document Number or Transport Document Number, as applicable, is unique and is not duplicated on another manifest before the expiry of a period of two years after submission of the original manifest with such number to the Manifest Acquittal System. • Empty Container Lists: the carrier or container operator must submit an empty container list i. r. o. empty containers on such vessel to the Manifest Acquittal System. For the purposes of the Manifest Acquittal System, manifests and/or container lists in respect of such cargo or empty containers must be submitted to Customs. Where the duration of the voyage of such vessel from the port of loading of the goods to which the manifest relates to its arrival at the first port of discharge in the Republic is likely to take— a)not less than 96 hours, a CUSCAR Message must be submitted not later than 72 hours prior to such arrival; b)between 72 and 24 hours, a CUSCAR Message must be submitted not later than 12 hours prior to such arrival; c)less than 24 hours, a CUSCAR Message must be submitted not later than 6 hours prior to such arrival. Section 8 – Reports of cargo landed and unpacked and packed or loaded must be in the form and at such times as may be specified by rule. CUSTOMS ELECTRONIC INTERCHANGE – NVOCC / FREIGHT FORWARDER Definition What Customs law requires of CUSTOMS ELECTRONIC INTERCHANGE – NVOCC / FREIGHT FORWARDER Definition What Customs law requires of you Information you are required to submit to Customs Details and Stipulations Non-Vessel Operating Common Carriers Entities who own their own containers but don't own and operate vessels. NVOCCs buy container space in vessels from vessel operators and in turn will sea freight service in terms of Full Container Load[FCL]/Less than Container Load [LCL] to their customers. Freight Forwarder – An entity which provides a full range of services including: tracking inland transportation, preparation of shipping and export documents, warehousing, booking cargo space, negotiating freight charges, freight consolidation, cargo insurance, and filing of insurance claims. The terminal operator may be the owner, or it may be a person or business who contracts with the owner to carry out these duties.
