INTRODUCTION In today’s world, customs co-operations are considered as the gates of a country’s trade relations, and the supervisory centre for its imports and exports. Nowadays more and more countries are trying to establish tight relations with other countries in order to deliver effective customs services. A country that enjoys a modern and intelligent customs system and have good customs cooperations can easily preserve its foreign trade discipline and will be able to control it in favour of national economy.
BELARUSIAN CUSTOMS: ITS PRESENT AND FUTURE Modern Customs administration of Belarus has two main tasks: first - to collect duties and taxes, second - to protect society. In perfoming these tasks, Customs requires a sound organization. Another essential component is an effective co-operation. Effective co-operations will bring benefits to Customs management, the business community, and the public.
FOREIGN RELATIONS Belarus is an original member of the United Nations. It also is a member of the Commonwealth of Independent States (CIS - a group of 12 former Soviet republics), the Belarusian and Russian Union State, the Customs Union (CU) and its successor, the Single Economic Space (SES) with Russia and Kazakhstan, the Eurasian Economic Community (Eur. As. EC), the Collective Security Treaty Organization (CSTO), the Organization for Security and Cooperation in Europe (OSCE), the North Atlantic Treaty Organization's (NATO) Partnership for Peace, the North Atlantic Cooperation Council, the Non-Aligned Movement, the International Organization for Migration (IOM), the International Monetary Fund, and the World Bank.
BELARUSIAN AND RUSSIAN CO-OPERATION The main objectives of customs cooperation: exchanging of information; investigation conspiracies to defund the revenue and follow contraband inland; control of passenger and cargo traffic; collection and keeping of Customs statistics concerning foreign trade; fighting against smuggling.
EU-BELARUS RELATIONS EU-Belarus relations initially experienced a steady progression. The signing of the Partnership and Cooperation Agreement (PCA) in 1995 signaled a commitment to political, economic, and trade cooperation. Together with other countries, the Belarusian side initiates the development under specific projects aimed at developing a network of energy and transport communications, strengthening regional energy security, combating environmental threats, improving border security and customs for trade between the partner countries and EU.
CUSTOMS CO-OPERATION IN THE USA Some developed countries have been successful in the sphere of Customs co-operation and are grappling with such acrimonious shortcomings as customs violations and smuggling. The USA is considered to be such of these countries.
THE USA CANADA MEXICO CHINA EUROPEAN UNION
US-CANADA, MEXICO: Canada, Mexico / US border is reputed to be the friendliest border in the world. With the current increase in security concerns it still generally takes less than 1/2 hour to cross the border. It is possible however to meet with longer border crossing delays, especially at peak crossing times. US- EU: The EU and the US economies account together for about half the entire world GDP and for nearly a third of world trade flows. The transatlantic relationship also defines the shape of the global economy as a whole as either the EU or the US is also the largest trade and investment partner for almost all other countries in the global economy. US-CHINA: The United States and China are two nations that share the status of being world leaders. The United States is considered to be a superpower, while China, on the other hand, is an emerging superpower. Therefore, it is in the best interests for both nations to work for a common agenda since both nations could benefit from trade cooperation in addition to regional stability. Although both nations have tried to weaken their adversarial relationship, the U. S. is currently concerned with China's response to several bilateral trade and security issues.
