ACCOUNTABILITY AND DUE PROCESS • Government Procurement Certificate for • procurement professionals in nationwide. In order to ensure the procurement capability, integrity, and responsibility every procurement professionals (project managers and tender committees) must pass the National Government Procurement Examination and proven by National Government Procurement certificate Reviewing the existing procurement policy to increase the accountability and due process along with examining the audit system on the government procurement activities. NON DISCRIMINATION • Obligation for public notification of procurement plan, announcement, invitations in national newspapers and national procurement website; • Evaluation and developing procurement policy to abolish the establishment of specific group of professional domestic consultants, suppliers and contractors. APEC MODEL MEASURES FOR RTAs/FTAs ON GOVERNMENT PROCUREMENT • Acceptable by using US model as a chapter in RTAs/FTAs • Procurement Methods-open tendering: time periods, set agreed time periods for the tendering process, technical specification and treatment of tenders and contract awards as based philosophy government procurement policy.
