Property Book and Unit Supply – Enhanced COMET TEAM (PBUSE) Mission & Objectives To provide the Army with a state-of-the art web-based property accountability system at the Property Book Office and Unit Supply level, reducing the footprint by consolidating two baselines (SPBS-R and ULLS-S 4) into one, and replacing other property accountability systems as directed by the DA G-4. To provide real time asset visibility and data access by a permission control system for both tactical and garrison environments, in a connected or disconnected mode.

COMET TEAM Property Book Officer (PBO) PBO is appointed by the Commander with command authority over all subordinate units and maintains all primary hand receipts for him. 1. Must be knowledgeable about supply. 2. Classified as the “Accountable Officer”. 3. If found to be liable, could be required to pay the government the full cost of lost/damaged property. 4. PBO establishes and maintains primary hand receipts. 5. PBO only accounts for nonexpendable property.

COMET TEAM Primary Hand Receipt Holder (PHRH) 1. UNIT COMMANDER is normally the PHRH. 2. PHRH must conduct a PHYSICAL INVENTORY PRIOR TO SIGNING FOR PROPERTY and inventory property at least once per year. 3. UNIT COMMANDERS should sub-hand receipt property to appointed subordinate leaders. 4. UNIT COMMANDERS initiate actions to ADJUST PROPERTY RECORDS WHEN PROPERTY is lost, damaged, or destroyed.
COMET TEAM Types of Property REAL PROPERTY: Land, Buildings, and Structures. NONEXPENDABLE PROPERTY: Requires Formal Property Book Accounting ; Trucks, Radio Systems. DURABLE PROPERTY: Requires accounting by Hand Receipt; Hand tools, personal property that is not consumed in use. EXPENDABLE PROPERTY: No formal system of accounting is required; however government property must be protected from fraud, waste and abuse.
