FMC Licensing Requirements FMC Ocean Transportation Intermediary (OTI) Licensing - Ocean Freight Forwarder (OFF) - Non-Vessel Operating Common Carrier (NVOCC) Who needs one of the licenses? ? ? ……Any Companies who offer moving services to or from the US must be licensed or registered as OTIs with the FMC. - All OTIs must be bonded - OFF - $50, 000, NVOCC $75, 000 - Non-US entities must register and obtain a $150, 000 USD bond to comply with FMC Regulation
