The History of China Metrology Ancient Metrology in China From ancient times, China begin the measurement of length, area (especially soil area), volume (provision quantity) and quality (weight). Metrology was named weights and measures for a long time in history of China. It means the measurement of length , capacity and weight. The measuring tool is ruler, scoop and balance. AQSIQ

In 221 BC, China’s first emperor Qin Shi Huang, immediately after his unification of China, issued a law to uniform weights and measures. During the next two thousands of years, every dynasty continued to use Qin System. In the middle of 19 century, last of Qing dynasty, meter system was introduced to China. AQSIQ

China Metrology after the Founding of P. R. Sep. 6, 1985, Metrology Law was adopted at the 12 th Meeting of the Standing Committee of the Sixth National People's Congress and effective as of July 1, 1986. Hundreds of thousands of enterprises in all sectors regulated their metrological management. The “Authentication of Quality Inspection Organs” regulated the measurement and testing activities of nearly 10, 000 metrological institutes and laboratories. From 1960 s, China joined Meter Convention, OIML, IMECO, COMAR, IAEA/WHO SSDLs, APMP and APLMF etc. AQSIQ

Personnel Establishment There are more than 40 thousand metrological verification personnel coming from institutions of legal verification, more than 27 thousand coming from authorized institutions and more than 96 thousand coming from other departments, enterprises and institutions. Legal Metrology Administration Legal Measurement Units Legal measurement units include: SI base units, SI supplementary units, SI derived units with special names and symbols, offsystem units adopted by the state, units expressed in term of above mentioned units, and decimal multiples and submultiples of units expressed in terms of prefixes and above mentioned units. AQSIQ

Administration of new type of measuring instrument Pattern approval is the assessment for the new type of measuring instrument which has not been produced in the state and is checked by AQSIQ and Quality Technical Supervision Bureau of province level. Prototype testing is the appraisal for new type of measuring instrument which has not been produced in its factory but has the type in the state, being checked by Quality Technical Supervision Bureau of province level. Recently, AQSIQ adopted international current way and unified the pattern approval, type appraisal and prototype testing to pattern approval and pattern appraisal. AQSIQ

License for Manufacture of Measuring Instrument or License for Repair of Measuring Instrument Any measuring instrument which satisfied the definition of measuring instrument and is listed in the legal management catalogue is at the range of licence system. Presently, there are 2700 examinations of licence for manufacture of measuring instrument or licence for repair of measuring instrument, There are more than 14000 enterprises having obtained the licence for manufacture of measuring instrument and 3300 enterprises having obtained the licence for repair of measuring instrument in China. AQSIQ

Pattern approval of imported measuring instrument Any enterprise or institution engaged in importing or selling imported measuring instruments which are listed in the Imported Pattern Approval Catalogue must apply for pattern approval to AQSIQ. There are 1567 series of product having obtained the certificate of pattern approval of imported measuring instrument and more than 600 series of product having obtained the temporary certificate. Supervision and check on measuring instruments quality We take national quality supervision and check on measuring instruments involved fare deal, safety defense, medical treatment sanitation every year. It is mainly to 24 kinds of measuring instruments of water meter, electricity meter, gas meter, greaser, bloodpressure meter etc. AQSIQ

Revise Metrology Law Background The regulative range does not adjust to the need of economic development. Some rules are lag and does not adapt to the market economic development. The way of value dissemination does not satisfied with demand of value dissemination from different social field. The supervision on domestic and overseas product is different. Administrative admission on metrology is to be perfect. Legal obligation is so light that can not get the reject usage on irregular behavour. AQSIQ
