Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 The scope of presentation • Part 1 - Noise Monitoring System – backgrounds, outputs etc. (in short version – only few slides) • Part 2 - The new experience – continuous noise monitoring system in Gdańsk NATIONAl INSTITUTE of ENVIRONMENTAL PROTECTION – Noise Unit

Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Environmental Monitoring System legal aspects „Environment Protection Code” Act (EPC Act) constitutes. in: Article 25: „The source of information about the environmental conditions is particularly: State Environmental Monitoring System (SEMS) NATIONAl INSTITUTE of ENVIRONMENTAL PROTECTION – Noise Unit

Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Environmental Monitoring System legal aspects For this reason the term „MONITORING” may be understood in two meanings: • wide score – observations of all impacts, trends and phenomena, • limited score – systematic measurements of given quantity NATIONAl INSTITUTE of ENVIRONMENTAL PROTECTION – Noise Unit

Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Environmental Monitoring System legal aspects The State Environmental Monitoring System was established in 1991 (Inspection of Environmental Protection Act from 20 th July 1991). Main target of the System: Preservation of the delivering of reliable information about the state-of-art of environmental conditions. Chief Inspectorate of Environment Protection(GIOS) (acting like Polish Environmental Agency) Is the main institution for Monitoring (wide-sense) managment NATIONAl INSTITUTE of ENVIRONMENTAL PROTECTION – Noise Unit

Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 FINAL INFORMATION Environmental Monitoring System Assessments and Forecasts State-of-art of environmental conditions General Scope of the SEMS The external data (from outside the System); especially economy forecats and trends as well as developement of different branches) Impacts (pressure) State Environmental Monitoring System NATIONAl INSTITUTE of ENVIRONMENTAL PROTECTION – Noise Unit One of the Sub-systems in the Monitoring System is so called Noise Monitoring

Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Environmental Monitoring System Sub-system NOISE Sub-system „Noise” acts from 1992. The backgrounds of the System was developed on three layers: q Organizational – noise units (including measurements groups) in voivodship inspectorates of environment protection, q Methodological – at first – instuctions and guidelines including operational procedures and measurements methods. At present – legal acts including reference measurements methods, q Data handling – Data Base OPH, fulfils its duty from 1992, continously develops (vide next slides). Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 System OPH (part 2) Specific Data Base for the parameters of single noise sources Library collected parameters of the single (physical) noise source, like car, train, fan, aircraft etc. The Data Base shoul be functional conected with the noisy object (adopted as the substitute source of environmental noise) A Measurement point - 2 (n=1) (for the trafic, railway, industrial and aircraft noie) Measurement All measurements/calculation results (the present and also previous data). The collection include all data acoustic (level) as well as „nonacoustic” like traffic density etc. . ……… …… detailed information available in the full version Measurement point - 2 (n=N) (for the trafic, railway, industrial and aircraft noie) Files of the Data Base include all „first-hand” (oryginal) not processed data like binary files aquired directly from the measurement’s equipement. That category of data is only on the lowest level (laboratory level). „The software tools” for: • Calculations of the equivalent noise level on the basis of partly measurements results, • Assessments of the lon-term noise levels (like Lden and Lnight), • Assesments of the uncertainity, • Noise measurement equipment online steering, • Internet on-line connection between DATA BASE OPH and measurements piont, • Internet on-line connection from the measurementsd point with the map of area to be measurered NATIONAl INSTITUTE of ENVIRONMENTAL PROTECTION – Noise Unit

Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Management of the System Previous solution: • the environment conditions’ monitors 1) were connected with the central data base by telephone cable lines indirectly – using telephone net exchanges. • the electric power was delivered also by telephone cable. • the first „pre-processing” phase was ensured in the local telephone exchange. 1) Noise monitors as well as wheather monitors NATIONAl INSTITUTE of ENVIRONMENTAL PROTECTION – Noise Unit The part of the monitoring system hardware in the telephone exchange (example)

Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Meeting of the NRC – Noise, Copenhagen, 26 th – 27 th October 2011 Management of the System Present solution: • the environment condition’s monitors are connected with the central data base by using GSM technology. • the electric power is delivered from the 220/230 V electric power net. • data collection have place direct in central data base (without intermediate level). This solution ensures possibilities of the easy steering with measurements parameters (on-line). NATIONAl INSTITUTE of ENVIRONMENTAL PROTECTION – Noise Unit
