Cell. Cast Technologies Working with nations to provide message processing systems for emergency alerts & warnings, public or community notifications and point to multi-point cellular/mobile communications. *The end result is to enable the geo-targeted delivery of cell broadcast messages via wireless mobiles (SMS-CB). These messages will use CAP.
Advocating CAP world-wide Working with several countries, Cell. Cast advocates the usage of the Common Alerting Protocol (CAP) for all emergency messaging. Cell. Cast’s EAGLE Alerts™ (Emergency Alerts for Government & Law Enforcement) - an Alert Message Origination Tool and the Cell. Cast Aggregator Gateway™ both use CAP to transmit emergency alert and warning messages.

CAP Success in Sri Lanka Cell. Cast, working with the Sri Lankan carrier MOBITEL have completed successful end-to-end demonstrations of emergency messages via cell broadcast. Emergency messaging utilized the Common Alerting Protocol (CAP).
Cell. Cast & the Florida CMAS Pilot (Commercial Mobile Alert System) The Florida Division of Emergency Mgmt selected Cell. Cast because they: • Demonstrated Interoperability & CAP compliance for US federal agencies – NIMS-STEP, IPAWS OPEN and NOAA Haz. Collect • Have recognized expertise for the “A” & “B” Interfaces – Alert Origination Messaging and the Aggregator Gateway • Can continue to send CAP alerts when the wireless bearer network is operating at full load capacity • Provide upgrades to offer multi-lingual instructions • Create a seamless interface with local, state, regional, as well as, FEMA IPAWS and the NOAA All-Hazards Weather Radio Network

International Lessons Learned – Our Experience in Emergency Messaging • In the USA, as well as internationally, emergency management & public safety agencies and government telecommunications authorities are requiring vendors to demonstrate Interoperability using the Common Alerting Protocol (CAP), an OASIS standard. • Governments are placing more emphasis on the Alert Message Origination for the construction of a CAP message (front end – Interface “A”) and on the Aggregator Gateway to ensure proper delivery of a CAP message (middleware – Interface “B”); and, are assigning wireless carriers the responsibility for installing and maintaining a Cell Broadcast Center (Interface “C”) for Geo-Targeted Alerts of emergency messages. • Cell Harmonization is picking up more interest! More countries are requesting information to provide alerts in multiple languages via the Cell Broadcast of the CAP emergency data messages.
International Cooperation • Cell. Cast is working closely with the CTO Commonwealth Telecommunications Organization and its member nations – recommending the adoption of the Common Alerting Protocol for all uses of emergency and public alert messages.
