California Air Resources Board Fighting Global Warming
Congratulations Climate Champions • Welcome To ARB • Enjoy Your Visit • Please Ask Questions
Air Resources Board • Part of Cal-EPA • Lead air agency in California for 40 years • Control emissions from mobile sources, fuels, and consumer products • Work with Air Districts at the regional level – Control industrial sources – Implement programs at local level
ARB’s Primary Mission • Ensure continuous progress toward attaining health-based air quality standards • Reduce public exposure to toxic air contaminants • Address greenhouse gas emissions
Global Warming is Truly Global • Many countries are working on solutions • United Nations – Intergovernmental Panel on Climate Change (IPCC)
AB 32 • Approved September 27, 2006 • Sets in statute Governor’s target of 1990 GHG levels by 2020 • ARB to monitor and regulate GHG sources to reduce emissions • ARB to work with Climate Action Team to coordinate statewide policy
Very Quick Start …especially for government work • Early Actions adopted by ARB in Oct 2007 • Scoping Plan adopted by ARB in Dec 2008 • All regulations to be adopted by Jan 2011
Magnitude of the Challenge ~173 MMT CO 2 e Reduction 1990 Emission Baseline 80% Reduction ~341 MMT CO 2 e
California’s GHG Emissions ARB, “California 1990 Greenhouse Gas Emissions Level and 2020 Emissions Limit” (2007), www. arb. ca. gov/cc/ccei/inventory/1990_level. htm
And Now… Roll the Video http: //www. arb. ca. gov/videos/m ary_scoping_plan. wmv
Very Long Term Solution • It takes many years to see significant changes in industry • Some regulations will not be enforceable until 2012 • 2050 goal to achieve reductions 80% below 1990 emission level
California on the Cutting Edge • First ever law and regulations requiring greenhouse gas reductions • Leading the nation with an aggressive sciencebased approach to global warming • ARB technical experts working with IPCC, U. S. EPA, national & int’l organizations • Please visit http: //www. arb. ca. gov/cc/cc. htm
What ARB is Doing ARB is focusing on regulations: –Transportation – how we get from place to place –Vehicles and Engines – what we drive and how they run –Land use – how we plan for the future –Electricity generation & use – how we produce heat & light –Manufacturing/Industrial – what we buy and how it’s made –Agriculture – what we eat and how it’s produced –Waste – what we purchase and how we deal with our waste Also pursuing voluntary programs, incentives, and outreach efforts
What You Can Do • Raise the issue at home, school, and work • Contribute your time and effort to organizations that reduce GHG emissions • Live your life in a way that reduces GHG emissions and tell people why you do • Use your vote and money to support environmental protection • See tips at http: //www. coolcalifornia. org
Climate Champions • Your lifetime will determine the changes • What ideas do you have to reduce emissions of greenhouse gasses? • What types of things can you do to work with others?
