CADASTRAL REFORM WORKSHOP Key Principles Underpinning Boards’ Roles • Cadastral Survey, and associated land administration systems provide a basic public infrastructure. • These systems are essential to the reduction of risks and the maintenance of state and community confidence. 3
CADASTRAL REFORM WORKSHOP • A surveyor is required to act in the interest of the State and the community as well as the client. • Licensing recognises importance of role and of competency and integrity in meeting these public expectations. • The role of the Boards are to ensure achievement and maintenance of sufficient levels of competency, that the public can 4 rely on.
CADASTRAL REFORM WORKSHOP Statements of FIG Cadastre 2014 Reform Issues 1. The cadastre shows the complete legal situation of land, including public rights and restrictions. 2. The separation between maps and registers is abolished. 3. Cadastral modelling instead of mapping. 5

CADASTRAL REFORM WORKSHOP RECENT DRIVERS AND INITATIVES National Competition Policy • Objective to improve efficiency of occupational regulation. • Public interest and risk an underlying requirement. • Government policy to place greater reliance on surveyors professional competency. • Issue for Boards is to retain a common level of competency, while recognising jurisdictional variations. 8
CADASTRAL REFORM WORKSHOP National Interoperability of Cadastral and Land Administration • Recognises a growing need for standarised cadastral processes and information systems. • Recognises growing pressures of environmental management and need for good spatial information. • Will require a significantly increased level of commonality between jurisdictions. 9
CADASTRAL REFORM WORKSHOP Technology Changes • These will increasingly require greater standardisation between systems. • These will require consistency and commonality of business rules and legislation. • Automated digital systems are highly dependent on competency and integrity of data. 10
CADASTRAL REFORM WORKSHOP Key Role for Reciprocating Boards • Review and determine minimum competencies for future needs. • Facilitate interoperability of cadastal systems by setting common standards. • Provide forum for best practice and benchmarking. • Identify areas where interoperability and reciprocity can be improved. 11
CADASTRAL REFORM WORKSHOP Current RSBANZ Objectives and Work Plan • Co-ordinate and maintain reciprocal arrangements. • Develop generic guidelines for land boundary surveys. • Develop standards for training and competency assessment. • Maintain a strategic outlook for the occupational regulation of surveyors • Maintain a strategic outlook for the standards of surveying practice. 12
