Buckinghamshire County Council 1) Report on Immediate issues for 2016/17: • • There are on-going restrictions on reactive maintenance expenditure – meaning largely only emergencies dealt with BCC revenue budgets have current spending restrictions (since November 2015) but largely effecting non-school properties Overheating of the Buy. Back budget in 2015/16 resulting from unchecked calls to Bilfinger has caused some problems Property has introduced a new BCC Property Service Desk on 01296 383238 to bring back control/visibility – there have been a few teething problems so please be patient(!) Out-of-hours calls are still redirected to Bilfinger via their national number on the answerphone but they will only deal with emergencies Please only use their national number if out-of-hours and/or an emergency! All calls are now directed through BCC for decisions on priority / need / destination Bilfinger’s current contract runs until 31 March 2017….
Buckinghamshire County Council 2) Reminder of Property Packages: • The Buy. Back scheme is in place for BCC maintained schools who pass back to Property part of their devolved maintenance budget in return for all their PPM to M&E plant being organised and paid for. This also includes all the costs of any reactive maintenance to plant including replacement parts, as well as the costs of any reactive maintenance work to roofs. • A financial threshold is applicable to all BCC maintained schools where there is a shared liability for certain repairs and the school is liable for the cost for that piece of work up to that threshold. • The STAR package is designed for non-BCC maintained schools and academies that in return for a small fee have all their PPM arranged for them but are invoiced directly for that servicing and any reactive maintenance costs. • Any BCC maintained school who does not participate in the Buy. Back scheme (or STAR package) will be subject to regular building audits to check that compliance servicing is being carried out.
Buckinghamshire County Council 3) Report on Work Programmes for 2016/17: • • • BCC reduced Capital Programme of works planned for 2016/17 is £ 2. 5 M + a £ 0. 75 M contingency The reduction is largely down to £ 1 M+ overspends from 2015/16 Capital budget occasioned by schools emergency works The toilet improvement programme worth about £ 1. 8 M is being delivered in 2016/17 All BCC maintained schools have now had condition surveys completed and floor plans updated Asbestos surveys & Legionella risk assessments programme is finally due to commence this Autumn This (A&L) programme is due to now complete the surveys/assessments for all BCC maintained schools by the end of 2017/18
Buckinghamshire County Council 4) Issues regarding Non-BCC Maintained Schools : • • • Any non-BCC maintained school can also be offered the compliance surveys for a fee (to be agreed) – condition / updated floor plans / asbestos / legionella Bilfinger are owed about £ 500 k by non-BCC maintained schools for unpaid invoices relating to both PPM (plant servicing) and some reactive maintenance BCC are currently checking all the invoices previously issued to these schools to ascertain what should have been charged Bilfinger will be issuing fresh corrected invoices to these schools for 2014/15 and 2015/16’s PPM based on the corrected scheduling and certification for the work was carried out They will also now be issuing one invoice for all the PPM works due in 2016/17 based on the corrected schedule that you have received from Property, not in twelfths as previous two years

Buckinghamshire County Council Increasing broadband Significant upgrades are gradually becoming available to many schools. Either: Next Generation Access (Super. Fast) circuits are becoming available for the first time; or Next Generation Access upgrades (Super. Fast 2) circuits are becoming available for schools already with Superfast 1 circuits We are reviewing these school by school and making relevant schools aware of the possibilities. 100 mb/s circuits are also available to primary schools – please ask us to quote.
Buckinghamshire County Council Microsoft E 1 Package Whilst components of the E 1 Package are currently available through your Office 365 accounts these are very much for individual and not school-wide usage. We are exploring, with our new partners Capita Education, a series of possibilities: Individual, ‘private’, E 1 Packages for each school that desires it; and An enhanced shared E 1 Package for schools that would not use the E 1 Package to it’s maximum potential We are currently carrying out tests with several schools. We hope to be able to announce this new product in the autumn term.

Buckinghamshire County Council April Policies Core Package Premises And Balance of Risks • These two policies combined provide cover for the schools buildings and contents. Cover is in force for the majority of perils but we mainly see claims for Fire, Flood, Theft, Accidental Damage and Malicious Damage. In addition cover for Money is insured here. • Premiums are based on pupil numbers and charges are currently made against code R 22000. Cover on both policies is automatic, unless a school has notified us by the end of the previous November that they will be leaving the scheme. • Cover is provided as new for old basis and items should be obtained on a like for like basis. Claims for Fire Damage incur no excess, other claims incur a £ 200. 00 excess. Claims should be submitted within 30 days of the loss, or discovery of the loss.
Buckinghamshire County Council April Policies Core Package Staff • • This policy provides liability cover should the school be sued, either by a member of staff, a pupil or a visitor to the premises. Included in this area is Medical Malpractice for those schools who responded to the item on the school bulletin in April 2016. Premiums are based on pupil numbers and charges are currently made against code R 21000. Cover on the policy is automatic, unless a school has notified us by the end of the previous November that they will be leaving the scheme. • All claims are currently dealt with in house, it is essential that any correspondence received by the school is forwarded immediately. Any claims are fully funded by the Insurance policy. Please bear in mind however that we will require a high level of information from the school relating to any such claims. • It is under this policy that cover for Fidelity Guarantee is held and also Personal Accident cover for Staff should they receive an injury during work hours. 44
Buckinghamshire County Council April Policies Additional cover • • • PTA cover, renewal is automatic and the policy provides liability cover should the PTA be sued following an organised event or during the normal course of their duties. Any schools who wish to take out cover for the first time should contact the section. Third Party Hirers, for this a return is required. This policy covers the liabilities of hirers of the school premises where they do not have cover in their own right. Groups such as the Scouts and other organised Charity and Community groups should have their own cover in place, as should any one running an event as a business. This policy also provides some benefit should damage occur in the school. There is a £ 100. 00 excess on this policy and it is recommended that a refundable deposit is obtain from the hirer to cover this should the worse happen. Both policies are coded to R 31000.
Buckinghamshire County Council September Policies Accident & Sickness Scheme • • This scheme provides a daily amount, following the excess period to cover the cost of employed supply teachers should an employed teacher suffer an accident or illness. All teaching staff must be insured, schools then have the option to insure all non teaching staff or the caretaker. Renewable in September we will be issuing the new forms either later next month or early in September. For those schools who currently insure there will be no lapse in cover provided the forms are received within the required timeframe. For Teaching staff excesses currently available are 3, 5, 10 and 20 days, and daily benefits are £ 115, £ 150 and £ 185. Renewable in September we require a fully completed proposal form including staff details to provide a quotation and to place cover. Premiums are charged at 7/12 ths and 5/12 ths against code R 21001. Ideally claims should be submitted at the end of each month. Claims submitted later than 60 days after the start of the absence may be refused.
Buckinghamshire County Council September Policies Maternity • • • The scheme provides a one off payment of either £ 5400 or £ 10, 000. per full time female teacher. Like the Accident and Sickness scheme all teaching staff must be insured with schools deciding whether other classes of staff are included at a lower benefit. Payment is made based on FTE, regardless of the length of maternity leave taken. Renewable in September we require a fully completed proposal form including staff details to provide a quotation and to place cover. Premiums are charged at 7/12 ths and 5/12 ths against code R 21001. Claims must be submitted with 60 days of the 1 st day of leave. I am happy to receive claim forms prior to leave and do not require a copy of the MATB 1 unless an external payroll provider is used. Please email insurance@buckscc. gov. uk with further queries
Buckinghamshire County Council September Policies Motor Occasional Business Use • • • The policy renews automatically for schools who already have the cover. Premiums are based on staff numbers so please check the documentation send from insurers to ensure the numbers are correct. We do not need to have staff names. Premiums charged in full against code R 31000. For schools who wish to take cover will find the proposal form on the schools web, once completed this should be sent to the Insurance Section. The policy provides cover for staff to use their cars on an occasional basis for the purposes of school business. Cover is extended to include Governors provided they are solely dealing for matters on behalf of the school. Cover does not include travel to and from the school and home. Buckinghamshire County Council September Policies School Journey/Annual School Journey • • • Cover is provided for all school trips under the liability policy, this provides cover for negligence only. The school journey (off site) policy adds the benefits of a travel policy for the school. Cover can be purchased in two ways, either as a per trip or annually. Coverage on both is exactly the same. Forms are held on the schools web, A-Z under Insurance. For the annual cover we ask that schools provide details of all trips from the previous year, this is then used as an estimate which is adjusted at year end. Premiums are coded to R 31000 Claims are deal with by the insurance company, with payments being made direct to the parent. Please email insurance@buckscc. gov. uk with further queries

Buckinghamshire County Council Some Finance Service Desk Facts: The Finance Service Desk handled 48, 000 calls in 2015/16. The Finance Service Desk Support all LA Schools, all BCC staff, external companies and providers and Adult Social Care Clients. The Finance Service desk is a small team (4) but available on all working days from 8 am -5. 30 pm.

Buckinghamshire County Council SIMS to SAP update – Initial Pilot group of 4 Schools/Academies have attended 2 workshops and aligned their SIMS and SAP data – SLA and service contract documentation are being finalised – Parallel running for the initial Pilot group is planned to commence from September – Workshop invitations for the second Pilot group have been sent. Confirmation and details of the workshops will be sent today. – The workshops will run in 4 groups with the first session to be held between the 9 th and 19 th July. The second workshops will be held in September
Buckinghamshire County Council SIMS to SAP update – Expect the second Pilot group to commence parallel running from October 16 – An invitation will be sent shortly to the Schools/Academies who attain the current minimum Service requirements. (BCC provide PSN, SIMS support and Payroll service). Aiming to start workshops from November/December 16
Buckinghamshire County Council Payroll update New 1 year and 3 year packages have been launched. All packages includes SIMS to SAP facility. • New prepay interim payment facility. 10 interim payments can be purchased in advance for £ 300, else £ 65 per action • Unused interim payments will be credited in units of 5 at the end of the year or rolled forward. • Takes effect from September 16 Named responders for Schools and Academies due to be announced at the end of July 16. Schools team has had several changes over the last 3 months, but now fully resourced.
Buckinghamshire County Council Pension update New LGPS service from September 16 – Creates service descriptors and SLA’s for the LGPS service. – Chargeable for Academies only, but being offset with a reduction in the Academy payroll service price. BCC Teachers Pensions aiming to join Teachers Pensions MDC process from April 17, testing planned to start January 17. This will simplify the ASR process from 17/18 and improve the transfer of data between BCC and Teachers Pension

Buckinghamshire County Council Buyback Update • • • Ø Ø Ø Ø Deadline extended by 8 days to 30 June 2016 Change due to late availability of Legal packages New system – mixed feedback: The system has seemed quite slow to update – we are monitoring traffic from this year in order to speed up the process for next year Welcome box obscures view of total of orders – we are looking at this Some items aren’t available if not logged on but it’s not obvious that’s the case – there is a presentation on the site to assist users It is good that the items stay in the basket and don’t disappear if not entered and checked out quick enough It would have been good to have something to print out as a summary for my records - see later · The emails acknowledging purchases provide a reference number but nothing to relate it to e. g. HR Payroll or Finance Silver etc. , Having the link to the brochures and ordering website off the Schools Web homepage is good Having the brochures spilt between schools and academies is good

Buckinghamshire County Council What comes next? • • • Ø Ø Ø Service areas will be checking orders. Any orders that look incorrect or that look incomplete we will contact schools to check before end of term 5/12’s of 2015 -16 packages will be billed in July 2016 Service Descriptors for BSP services will be available from the Commercial Services system to download and print. These will be available in the product areas in the system. We are making these available in this way because: This will save time in making these available to schools and avoid the loss of these documents It will avoid the issue that some schools have had in receiving the file by email which contains these documents Schools can download and save these electronically or print out The “My Orders” folder on the system will contain information regarding orders placed. This will replace the statements previously sent out. There will be a re-order button so schools simply look at last year’s order and reorder the service – this will simplify the process
Buckinghamshire County Council Service Level Agreements • • We want schools to read what the SLA contains and in particular information regarding notice periods In the past these have been emailed to schools at the email address given as part of the account login details for Traded Services We have asked schools to sign the last page of the SLA and return it to us so we know we have your agreement In September 2015 we published an article in the Bulletin stating that if schools did not sign the SLA and did not return it but did not question the SLA then this would be taken as tacit agreement Under law receipt and consumption of goods is taken as agreement to the contract This also means agreement to clauses within any contract such as having to give 3 months’ notice for ending a service and being liable for any late notification charges There are terms and conditions also on Commercial Services website which should be read These are matters which we all have to be aware of as suppliers and customers
Buckinghamshire County Council Account Management • • • Allocation of account managers was trialled at end of 2015 early 2016 to some schools Meetings that took place had positive outcomes We have tried to allocate a member of the commercial team to look after accounts during buyback We want to develop a method of account management that supports you in schools – providing a contact point to raise issues and give feedback The Commercial team will provide the contact point for schools and link up with service areas to support schools with services Support Service Forums will still continue as will our Focus group – if you are an academy please come and join us!
