Buckinghamshire County Council Health and Safety Policy and Annual Compliance Report • Schools are reminded that the Governing Body should update its Health and Safety Policy this term. • The Governing Body of maintained schools should also submit a report of its health and safety compliance via the ANT website by 22 July 2015 • Schools that have been or will be formally audited during the Spring or Summer term 2015 are exempt from this process unless the audit score was graded as ‘poor’, ‘cause for concern’ or ‘room for improvement’. • This return is not compulsory for Voluntary Aided, Foundation or Academy Schools. However, these schools may find completing the return a useful process for monitoring health and safety systems within their school. • Further details can be found in the School Bulletin 9

Buckinghamshire County Council Statutory Guidance on Supporting Pupils with Medical Conditions - Defibrillators and Emergency Use of Salbutamol Inhaler The Df. E advises Governing Bodies and Schools to consider • purchasing a defibrillator as part of their first aid equipment, as sudden cardiac arrest can happen to people at any age and without warning • purchasing an emergency salbutamol inhaler from a local pharmacist. The inhaler should only be given to pupils already diagnosed with an asthma, whose reliever is not in school or runs out, not to children who appear breathless • Schools should consider keeping more than one emergency asthma kit, especially if covering more than one site, to ensure that all children within the school environment are close to a kit

Buckinghamshire County Council 1) Update on Latest Property Team Restructure • As from 1 April 2015 our name has changed from Delivery Assurance to Property, we’ve moved from PLACE to the new Shared Services Consultancy and consist of 4 teams: • 1) Building Services Team (11 posts led by Vince Probert) - planned maintenance, ‘minor works’ projects and advice • 2) Contract Performance Team (3 posts led by George Thompson) - Bilfinger contract and schools’ packages • 3) Programme Team (4 posts led by Richard Dwight & myself) - programmes, compliance surveys and property database • 4) Health & Safety Team (6 posts led by Pat Beveridge) - H&S advice, audits, training etc

Back & STAR Packages for 2015/16 • Information on both packages was individually circulated to all previously participating schools in May. • All contributions and fees are now based purely on the GEA (Gross External Area – ie the building footprint). • Thank you so much for the response! • Buy. Back Scheme – virtually all schools eligible to participate have now signed up again – 141 schools. • STAR Package – to date over 30 schools have agreed to participate again. • PRUs are participating in Buy. Back as they are now classified as schools.
Buckinghamshire County Council 3) Update on Bilfinger Contract Performance • • Asset tagging is complete and the mammoth exercise of organising the PPM (plant servicing) scheduling is finally just about complete! In excess of 50, 000 ‘additional’ assets were found in the survey! The invoicing procedure with Property is now operative with huge data transfers into Property’s K 2 database supporting invoices. Some changes in sub-contractors have been enforced and more local companies are now engaged. In 2014/15 Bilfinger received 6192 callouts of which 47% were to schools. Of the total about a third were either Priority 1 and 2 tasks. About 50% of the callouts were related to building fabric and drainage, whilst there were 1146 electrical and 295 mechanical problems. 55 formal complaints were recorded in the first year. Generally there is some discernible improvement but there is still a lot of room for improvement.
Buckinghamshire County Council 4) Update on Compliance Surveys Programme • There is an ongoing programme to survey all properties, including schools, for Condition, Floor Plan Updates, Asbestos & Legionella. • Condition Surveys: Oakleaf Surveys – to date about 165 properties have been surveyed; aim is to complete all for April 2016. • Floor Plan Updates: Cad. Capture – to date CAD plans for about 85 properties have been updated; aim is to complete all for April 2016. • Asbestos Surveys and Legionella Risk Assessments: NPS – about to start programme, aim is to be complete by June 2017. • Radon: monitors installed by Property and analysed by Radon UK as part of an ongoing programme
Buckinghamshire County Council 5) Update on 2015/16 Maintenance Capital Programme • Schools Capital Planned Maintenance for 2015/16 is £ 2, 500, 000. This is £ 1, 000 less than 2014/15’s programme and represents a reduction of just under 30%. • The reduction plus a very difficult tendering climate has unfortunately meant delaying most works until after the Summer recess. The emphasis is on fabric repair, ie windows/doors and roofs. • Ongoing heating pipework/ boiler problems are largely being treated as emergency funded repairs. School heating repairs are costing about £ 1, 200, 000 this year – 18 schools affected in the winter of 2014/15. • The new condition surveys will aid more precise targeting of future programmes and inform size of budget recommendations.
Buckinghamshire County Council 6) Update on Toilet Improvement Programme Etc • Phase 1 delayed but currently being tendered with Phase 2, for a total of 16 schools involved and a budget of £ 500, 000 for 2015/16. • There are potentially 3 more years of funding available and currently a further 7 schools being checked. • Toilet improvement projects will include temporary toilet provision where found necessary. • There is a £ 1, 000 programme of legionella prevention works currently being carried out, shared amongst 5 contractors. • Property currently vets about 100 school self-help schemes a year and is working directly on some 12 individually commissioned projects with schools.

Buckinghamshire County Council Three Tiers of Support Provided Support Level Tier 1 Service Desk (entry point) You can contact the Service Desk via the Portal, email or telephone. Irrespective of how you contact us, all calls are logged in Support Works which is our call management system. This enables us to keep a full history of the initial call raised, to whom it is escalated (if necessary) and how long it has taken to resolve the call. Tier 2 Remote Support Investigation into your call will be undertaken and remote support will be provided to resolve your call. To perform this successfully a contact on site needs to be identified and access to the device needs to be granted by the customer. Depending on the nature of the problem, in some circumstances we may need to escalate your call to external 3 rd parties. Unfortunately, at this point external 3 rd party Service Levels will be invoked, superseding any prior BCC service level agreements. Tier 3 Site Visit If investigations identify that your call cannot be resolved remotely. A school visit will be arranged and will take place to resolve the issue. Any additional calls that are raised during the site visit will be recorded and logged by the Analyst when they are next in the office. If you require immediate assistance to resolve the issue, please contact the service desk via the portal, email or telephone, as per the Tier 1 entry point process.

Cabinet agreed for a new model to be implemented in April 2015.
