OBJECTIVES: REHOUSE THE TSUNAMI EFFECTED PEOPLE AS QUICKLY AS POSSIBLE • DELIVER EQUITABLE HOISING AND HUMAN SETTLEMENT • DELIVER DISCENT HOUSING AND HUMAN SETTLEMENT • ENABLING RENTERS/SQUATTERS TO ACQUIRE HOUSING THROUGH MARTGADGE SYSTEM • PROVISION OF LIFELIHOOD INFRASTRUCTURE WITHIN THE HOUSING AND HUMAN SETTLEMENT THROUGH MICRO FINANCING
PURPOSE OF THE WORKSHOP The purpose of the workshop: To present and discuss BRR Housing and Human Settlement Policy, and collect inputs from all stakeholders (NGOs and International Agencies, local governments, other sectors within BRR, beneficiaries) for finalizing FAQ and Operational Guidelines of the policy.
BRR Housing and Human Settlement Policy Objectives: • to speed-up the reconstruction process; • to enhance the quality, hence sustainability of completed, ongoing and future housing and human settlement programs; • to empower and enhance beneficiaries participation; Purpose: to provide operational framework for quick, integrated and synergic planning and programming.

REHABILITATION POLICY Purpose: To repair houses which were damaged by the tsunami and earthquake in December 2004, but still assets that can be repaired and used as home by the survivors of the disaster. Eligible Beneficiaries: Survivors of the tsunami and earthquake of 26 December 2004 (owners or entitled inheritance of damaged houses who can demonstrate his/her ownership entitlement either through community-based approval or legal documents)

RECONSTRUCTION POLICY Purpose: to rehouse the survivors of the tsunami and earthquake of 26 December 2004 through assistance for on-site new house reconstruction Eligible Beneficiaries: Survivors of the tsunami and earthquake of 26 December 2004 (owners or entitled inheritance of destroyed houses who can demonstrate his/her ownership entitlement either through community-based approval or legal documents)

RECONSTRUCTION POLICY Two entitlement options for reconstruction: 1. Reconstruction of an expandable core house Type 36 in initial site on existing land owned by the survivors or entitled inheritance; 2. Cash compensation and facility to access low interest home improvement credit for rebuilding houses which are larger than the core house Type 36 on the land owned by the survivors or entitled inheritance located either in the initial settlement areas or areas of their choice in NAD and Nias upon BRR endorsement.

RESETTLEMENT POLICY Purpose: To rehouse the survivors of the tsunami and earthquake of 26 December 2004 through a resettlement programme to a saver and better area to live. Eligible Beneficiaries: Survivors of the tsunami and earthquake of 26 December 2004 who has lost his/her house and the land has become inhabitable. (owners or entitled inheritance of lost house and land who can demonstrate his/her ownership entitlement either through community-based approval or legal documents)
RESETTLEMENT POLICY (PHYSICAL CONDITION) Destroyed House and Inhabitable Land
RELOCATION ENTITLEMENT PERMANENT HOUSE ON HABITABLE SETTLEMENT Land size: >50 sqm Include settlement amenities: ü smooth access to each house ü drainage (flood control) ü solid waste management ü electrical power and water connection And a permanent house (36 m 2): ü ceiling above living area ü internal electric installation ü toilet, septic tank & soak pit
ASSISTANCE FOR RENTERS & SQUATTERS Purpose: To help disaster victims, who lived in the disaster area as renter or squatter before December 2006, to be able to have adequate shelter and gradually could get access to secure tenure and home ownership Eligible Beneficiaries: Survivors of the tsunami and earthquake of 26 December 2004 who has lost his/her house on rented land or rental accommodation.

UPGRADING POLICY (Beneficiaries Entitlement) IF THE STRUCTURE OF THE HOUSE IS SOUND IF THE HOUSE STRUCTURE IS NOT SOUND • the beneficiary will receive UP-GRADING Grand based upon BRR estimated price and the agreement between BRR and the beneficiaries • the grand can only be be disbursed upon the construction progress the beneficiary/ies is/are entitled to receive another house grant to acquire a permanent house, after the first granted house is demolished
