biography Elinor Ostrom was born in Los Angeles in August 7, 1933. She was awarded the Nobel Prize in Economics in 2009 with the wording "for research in the field of economic organization", becoming the first woman to receive the award in this category.

In her work, Ostrom showed that as soon as economists observe any problem in the market, they try to pass it on to the state. For example, the main problem of the world is such a problem as scarcity of resources on the planet. Ostrom showed that creative solutions to problems such as the depletion of the commons can be found outside the purview of the state.

The main idea was that it is necessary to create special Committees of ordinary citizens with special education and give them the opportunity to creatively solve a particular problem. In her opinion the government should give the public the opportunity to solve problems that affect this population in the first of all. Government needs help and creative approach in a particular case thought Ostrom. This will allow new ideas to go to the state level and effectively apply them in practice.

Elionor Ostrom researched how people manage public resources effectively. It is not only minerals, but also forests and pastures, fish stocks in the seas and oceans, lakes or groundwater. Elionor Ostrom challenges the widely held view that the public property must either be managed centrally or be privatized. Ostrom’s work made an impression on US government, her ideas immediately began to be implemented, which gave a result, since Ostrom can by right be called one of the most important women in the US economy.

When Ostrom was awarded for analysis of economic governance, the Royal Swedish Academy of Sciences said that her work "sheds light on the underlying mechanisms that promote cooperation in human society. " Even if the choice of Ostrom (along with co-holder of Oliver Williamson of the University of California at Berkeley) was seen by some strange, others considered it appropriate response to the inefficiency of the free market, demonstrated by the 2008 financial crisis.

The main objective of the Ostrom wasn’t a market and it’s economic processes, this were specific factories household and companies and them economic processes. Ostrom thought that big market’s troubles starts from little factories and it is more easier to find a trouble and solve it on the initial stage. State might solve problem, when it’s really big and influence on market, but when it is a local problems people can solve them how it is better for them.

Summing up It's necessary to say that Elionor Ostrom was very important person for society because she found a few programs and methods, which can be solved by people on local level and it will save a lot of money and time and it does not require state intervention to solve this problems. Also Ostrom solve the world problem of the shortage resources by founded effective methods which must distribute resources between society. Unfortunately Ostrom died 12. 06. 2012, but she leave a trail in history of the world society.
