BCQP is 22 years old First District Northern Region R EV IE W • The Boat Crew Qualification Program is intended to facilitate the qualification of members in surface operations, not to act as a “rite of passage” or an unnecessary burden • The process must be professional and complete • Not all Auxiliary members are suited for surface operations roles, even if motivated. 2006 January Conference: Check Ride Scenarios
QEs are Extensions of OTO First District Northern Region R EV IE W • The DIRAUX Operations and Training Officer cannot perform evaluations of candidates, but the OTO is the CG individual that certifies members. • QEs are the objective and subjective evaluators for the OTO. • QEs must be the best and most experienced coxswains possible to be most effective. 2006 January Conference: Check Ride Scenarios
QEs First District Northern Region R EV IE W • Evaluate a candidate as a team member or leader in stressful situations. A coxswain, for example, holds the ultimate safety of the crew and vessel in their hands. • Evaluate seamanship, specific task/procedure skills • Evaluate future independent performance safely, under USCG policy, and as a USCG representative 2006 January Conference: Check Ride Scenarios

The Check Ride … • is inherently stressful for the candidate: real capabilities become visible because of training and candidate’s own confidence in the face of evaluation stress. • QEs must observe and let the candidate make decisions…. but step in and terminate any evolution that has become unsafe. (The coxswain-of-record is ultimately responsible for safety. ) • QEs explain their evaluations, not remain forever silent and only say go/no-go at the end. Before Any Check Ride Candidates must truly be ready. Mentors must agree. The Flotilla Commander must agree (either through personal knowledge or by knowledge of the FSO-MT and/or FSO-OP). Many people are involved with a check ride (facilities, crews, QEs, candidate(s)); it is important to make sure this will be a productive session, and not revert to a training session First District Northern Region 2006 January Conference: Check Ride Scenarios
Prior to the Crew Check Ride • Question: What does the QE ask the candidate BEFORE the crew dockside examination or underway check task starts? (presuming candidate has their Qualification Guide with them, another pre-requisite!) First District Northern Region 2006 January Conference: Check Ride Scenarios
Prior to the Crew Check Ride Answer: • Are ALL mentor tasks complete and signed (including TCT task completion, BCM-01 -03 AUX)? • Has the crew candidate submitted their Direct Operational security check material? • Does the candidate have the certificate of completion of an authorized boating course so the QE can sign that task (BCM-08 -01 -AUX)? Prior to the Coxswain Check Ride • Question: What does the QE ask the candidate BEFORE the coxswain dockside examination or underway check task starts? Prior to the Coxswain Check Ride Answer: (for initial qualification check ride) • Is the candidate currently certified as crew: not in REYR, not in REWK? • Does the candidate have evidence of 28 hours underway as crew so the QE can sign that task (COX-01 -01 -AUX)? • Are ALL mentor tasks complete and signed? • Has the coxswain candidate submitted their Direct Operational security check material? • Does the candidate have proof of Nav.
