ASMAP contribution to the functioning of the TIR system in the Russian Federation and Risk Management with the use of the Real Time Safe. TIR

Introduction ASMAP – Association of international road hauliers o Created in 1974 it unites over 3000 Russian companies and organisations involved in international road transportation of goods and passengers, and has a representative office in each of Russia’s federal districts.

The work of ASMAP on the TIR Convention ASMAP is a guaranteeing association on the territory of the Russian Federation under the TIR Convention and consequently: o Issues TIR carnets to Russian hauliers with access to the TIR procedure; o Together with the FCS of Russia, selects hauliers for access to the TIR procedure on the basis of the requirements set out by the TIR Convention; o Acts as a guarantor before Russia’s customs authorities for both Russian and foreign hauliers who have violated TIR procedure in the Russian Federation; o Undertakes measures to ensure the proper use of TIR carnets and reduce the number of violations of TIR procedure in accordance with article 42 bis in close cooperation with the proper Russian authorities.

Services offered to hauliers via the system l Ability of TIR carnet holders to connect to the system and access information about their carnets online via a secure connection l The TIR Department and the transit system department of ASMAP have developed the “Holder’s page” for this purpose. l Access to information is provided once an electronic certificate has been installed for the holder

Using the Holder’s page the haulier can: l Keep records of their TIR carnets and monitor the validity of each TIR carnet l Find out about the discharge of TIR procedure by Customs offices of destination via the Safe. TIR system l Plan their work using TIR carnet quota information held in the system and quickly find out reasons for quota reductions l Have access to information about possible paused issuing of TIR carnets and the reasons for such actions l Find out which vehicles are included in its TIR carnet quota l Better control staff and ensure that no TIR carnets are received without proper authorisation The system for hauliers will come into operation in the second quarter of 2007
