Development of the Program n Idea Formulation n n Concrete Proposal n n Asia–Europe Development of the Program n Idea Formulation n n Concrete Proposal n n Asia–Europe Vision Group in 1999 identified the need of a scholarship program within the ASEM framework The 3 rd ASEM (2000) approved ASEM-DUO Fellowship Program, jointly proposed by Korea, France and Singapore A total of USD 25 million was targeted for 5 years As a starter, Korea, France, Singapore committed contribution of USD 5 million Actual Implementation n n The first International Expert Meeting held was in Seoul April 2001, a secretariat to be established in Seoul Exchange of people started in January 2002 July 2002 2

Differentiated Mission ASEM-DUO Fellowship Programme aims at n Promoting balanced and permanent increase of Differentiated Mission ASEM-DUO Fellowship Programme aims at n Promoting balanced and permanent increase of contacts and exchanges among students, professors, and teachers between Europe and Asia regions n n n Balance is pursued through pairing of educational institutions, one in Europe and the other in Asia Permanency is pursued through giving priority to exchange programs under cooperation agreements Flexibility is also pursued through “Core Principles” n Donating countries can specify detailed individual criteria above Core Principles July 2002 3

Core Principles and Flexibility 1. Pairing of exchanges n Pairs of teachers or students Core Principles and Flexibility 1. Pairing of exchanges n Pairs of teachers or students from the two educational institutions, one in Asia and the other in Europe, are supported as a package 2. Standardized duration of stay in units n one unit comprises 6 months for students, and 1 month for the others 3. Grants calculated on a pair(duo) basis n n n 6, 000 euros for 2 professors for one unit 12, 000 euros for 2 students for one unit Donating country decides the rest according to its individual needs July 2002 11

DUO-Korea n DUO-Korea was announced for invitation in November 2001 n n n Selection DUO-Korea n DUO-Korea was announced for invitation in November 2001 n n n Selection was made in December 2001 14 institutions from 9 European member countries and 9 Korean universities involved As of July 2002, 6 professors and 10 students already finished exchange projects and returned. By December 2002, DUO-Korea Fellowship will support exchange projects of 16 students and professors. DUO-Korea 2002 invited applications from May to June n n 360, 000 euros has been set aside: fund available to support 61 students at the maximum Selection will be announced in July 2002 13

DUO-France n DUO-France invited applications from March to April in 2002 n n Proposals DUO-France n DUO-France invited applications from March to April in 2002 n n Proposals to create new exchange projects or to develop existing ones between French and Asian institutions French institutions submit applications on behalf of partner institutions, and students and/or professors who will engage in their exchange projects are determined by the heads of French institutions prior to the actual implementation of exchange projects Financing of the projects: maximum 42, 000 euros available for a two year project and 30, 000 euros available for a one year project DUO-France 2002 Selection n Announcement of the selection will be available in July 2002 14

DUO-Singapore n DUO-Singapore was announced for invitation in November 2001 n n For students DUO-Singapore n DUO-Singapore was announced for invitation in November 2001 n n For students and/or professors participating in exchange projects between Singaporean and European institutions Two-rounds of selection : first in May and second in November In May 2002, 28 students selected by DUO-Singapore Fellowship program 13 European and 3 Singaporean universities involved (participating European countries: Finland, Denmark, France, the U. K. and Sweden) July 2002 15
