II. Japan’s Initiative on Maritime Security for Asian. Pacific region Regional Cooperation Agreement on Combating Piracy and Armed Robbery Against Ships in Asia (Re. CAAP) 5 JOINT STAFF
Re. CAAP Details In November 2001, ex-Japanese prime minister Jyunichiro KOIZUMI proposed to establish the regal framework to promote the regional cooperation seeking for effective solution against Piracy Issue in Asian Region Under the Japanese Initiative, the process of settling Re. CAAP had began, and adopted in November 2004 The essence of Re. CAAP Establish the Information Sharing Center (ISC) Create the Cooperative Regime & Info Sharing through ISC Promote bilateral relationship among member countries without ISC Participants 14 countries including 8 ASEAN countries ( +2 pending) 6 JOINT STAFF

III-a. Efforts by ‘Basic Act on Ocean Policy’ Outlines The act was enforced in July 2007, in order to enhance the sound development of economy and to improve the stability of the lives, as well as to contribute to the coexistence of the oceans and mankind under the international cooperation. National Effort for MS Strengthen humane resources by increasing specialists on maritime issues Prepare the ships and airplanes including MSDF’s Escort Ships, RHIBs, and Helos for Maritime Security Promote the mutual cooperation between Japan Coast Guard and MSDF to overcome the inter-agency gaps RHIB 8 Cooperation with Coast JOINT STAFF Guard
III-b. Efforts against Piracy New Anti-Piracy Law enforced in July 2009 The Law allows the MSDF to protect any foreign ships irrelevant to Japan and share information among military vessels of other countries. The Law expands the MSDF' authority to use weapons to thwart pirates and secure ships to be protected. The number of piracy attacks in Somali coast and in Malacca Strait Off the coast of Somali & GOA Malacca Strait MSDF air deployment forces with US, German, and Spanish MPA squadron in Djibouti international airport 9 JOINT STAFF

Overview of Counter-Piracy Ops in GOA Operational Flight by MPA - Started on 11 th of June, ’ 09 - As of 31 st of October, ’ 09 86 Operational Flights Completed Escort Mission by ships - Started on 30 th of March, ’ 09 - As of 31 st t of October, ’ 09 74 Missions Completed Oman MSDF P-3 C : 2 Operations Base Dispatched Surface Units MSDF Destroyer : 2 with Helicopters Yemen India ● Djibouti Somalia Naval Vessels from Various Countries for Anti-Piracy Activities 11 UNCLASSIFIED JOINT STAFF

Japan hosted PSI Maritime Interdiction EX. in 2004 and 2007 Sent 1 Destroyer including 1 boarding team and 2 MPAs on “Deep Sabre II” hosted by Singapore in last October Japanese participating units at PSI Maritime Interdiction Ex. “Deep Sabre II” Japanese challenges Japan will get involved in PSI activities to prevent WMD Proliferation for changing the world security environment JS “MURASAME” class Destroyer 2 P-3 Cs, Maritime Patrol Aircraft Japanese P-3 C with New Zealand’s P -3 K at PSI Maritime Interdiction Ex. “MARU” hosted by NZ in 2008 The Scene of Boarding Ops in PSI Maritime Interdiction Ex. 12 JOINT STAFF
