More Specifics On Early Childhood Funding Program Agreement Grantee Formula/Application Child Care and Development Block Grant $2 billion – From the total, $255 million is reserved for quality, of which $93. 5 million is reserved for infantstoddlers. State Formula Head Start $1 billion Local eligible entities Formula Early Start $1. 1 billion – 10% can be used for training and technical assistance and 3% for monitoring Local eligible entities Application IDEA – Preschool $400 million State Formula IDEA – Infants.
