EPA Has to Get $ to States Fast • Award Formula Grants no later than 30 days after the enactment of this Act or 30 days after Appropriations
SWRCB has Deadlines for Binding SRF Loan Commitments • To use up to 50% of the Grant to the State – SWRCB has to enter into SRF contract no later than 1 year after enactment or 9 months after grant from EPA (whichever is later) • For the remaining funds – SRF contracts no later than 2 years or 21 months after the grant from EPA (whichever is later)
SWRCB Streamlining SRF Loan Program • Changing Process to streamline application • Only need CEQA • Remove $50 million cap on single loans • No more value engineering • Will bring over grant staff from Prop 50 and elsewhere to move the applications • This is a loan program – don’t expect outright grants terms: 2. 6% over 20 years
