Resolutions 1. Open motion- broad and can be defined quite liberally. THIS HOUSE WOULD PAY 2. Semi-closed motion - also broad in scope. THIS HOUSE WOULD PAY COMPENSATION TO VICTIMS OF ABUSE 3. Closed motion - specific in scope while still leaving room for interpretation. THIS HOUSE WOULD MAKE GERMANY COMPENSATE VICTIMS OF NAZI ATROCITIES

Points of order / personal privilege Addressed to the Speaker (Judge) The Speaker decides whether the points is „Well taken“ or „Not well taken“ on his own The protestant should spend no more than 15 s on his point of order / personal privilege Everyone else in the room is to keep silence
New Arguments • New arguments can be made at any time during the first four speeches. • New arguments cannot be made during rebuttals, the last two speeches of the round. • The Prime Minister can, however, respond to new opposition arguments that were made during the MO. So the PMR may contain new responses, but not new arguments.

Judging principles The Speaker serve three functions: 1. Decide which team won the round 2. Maintain an orderly and fair debate 3. Assign speaker points and ranks to each debater along with comments

Speaker points 18 -20 – Bad speech. Flawed in several major ways performance. Week argumentation. 21 -23 – Good speech. An average score. Good argumentation. 24 -25 – Excellent speech. Strong performance. Constructive. Delivery and content. If Government wins, it has total points which is higher than total points of the Opposition, who loses.
Judging system Clear, accurate flow-sheets Filling all the gaps of ballots Closed rounds (results are not announced) Feedback duration - no more than 10 min
