In the last three years…. . l Tight budgets but great productivity l FY 2006 l FY 2007 l FY 2008 l $324 M $342 M $372 M (President’s Request) Increases reflected the ramp up of ILC R&D and also the start of new projects, principally NOv. A
The FY 2008 budget process l Bill by the House supported the President’s request for FY 2008; strong support for science agenda l No bill by the Senate, but Energy and Water Committee mark added $7 M for JDEM; strong support for science agenda l Full impasse. Spending in Congressional bills $22 B (2%) above President’s request. President would veto. Leads to Continuing Resolution.
The FY 2008 budget process l After several months, Omnibus bill is put together to fit President’s envelope: l l l Required cuts $22 B Plus about $ 8 B cut to make room for earmarks Priorities are not aligned: Congress emphasizes different areas than the President leading to major cuts.
Particle physics cuts l HEP budget is cut l President’s Request FY 08 l Enacted in FY 2007 l Omnibus bill for HEP l $782 M $752 M $688 M About $90 M taken out of the expected program for FY 08
Effect on Fermilab l From the expected budget of $372 M we expect to receive only $320 M for the fiscal year that started last October 1. l Therefore we need to reduce expenditures by $52 M in the remaining of FY 08 and adjust to a smaller base for FY 09.
Effect on Fermilab l A critical goal (for which we have received help from Dennis Kovar) is to maintain the planned 2008 run for the Tevatron and the neutrino program l We will fully support our commitment and participation in the LHC l We also will try to maintain the smaller projects that add vitality to our program.
Effect on Fermilab l Immediate stop of ILC and SCRF, and NOv. A. Staff will move to other projects. Special measures on every hire and procurement. l Quickly re-size the laboratory to absorb the reduction in the program. The size of the problem is about 200 FTEs l Starting in February implement a “rolling furlough” approx. 2 days/month. (Rules are different for exempt and non-exempt).
Impact on the community l ILC is a broad national and international collaboration; our US HEP partners will suffer as much (60% of ILC R&D done at SLAC, ANL, BNL, LBNL and JLAB) l Coupled with cut of ITER construction funds, there could be long lasting impact on US credibility as international partner
Recovery Plan l We will work with DOE to explore any available avenue to mitigate the problem l Projects are not cancelled: money was not allocated in FY 2008; is any recovery possible? l We will work with Illinois representatives and representatives of the many states that use Fermilab to explore any available avenues to help: supplemental bills in the Spring ?
Recovery Plan l Work with the community, P 5 and HEPAP to make a compelling roadmap that the DOE, the public and the legislators will support in future years. l Maintain throughout this our ability to operate, design and construct detectors and accelerators. l Well on our way to do this with the Steering Group report and the development of a broader R&D program into the future.
