The centerpiece of this effort is the development of new Task Force Concepts of Operations that will guide our planning and programming, requirements reform and acquisition. ” • Task Force CONOPS implies new view of requirements – Warfighting strategies defined by “effects-based operations” – Not focused on specific platforms and/or weapon systems – Requires “network-centric” view of the battlefield Battlespace Environment for T&E is a Key Enabler to CSAF Sight Picture 2

AFMC (with strong input from operational commands) must be responsible for developing and testing these systems in a technically representative threat environment while ensuring operational customers can utilize these resources for training and exercises. This battlespace environment must virtually or physically establish a fully-integrated Air, Space, and IO Threat Range to test, train, and exercise Blue weapon systems and Forces. Lt Gen Charles H. Coolidge, Jr. AFMC/CV, October 2000 27
