Public Scoping Process n Purpose of public scoping Actively bring the public and agencies into the process n Identify any additional EIS reasonable alternatives n Identify issues related to a Proposed Action and Alternatives so that they can be analyzed in depth in the EIS n Began with Notice of Intent to complete an EIS, Federal Register, September 22, 2015 n Public involvement takes place throughout the entire EIS process n Comments must be submitted by October 27, 2015 to ensure incorporation into the Draft EIS n Integrity - Service - Excellence

Purpose and Need for the Proposed Action n Purpose n n Improve 3 rd Wing’s F-22 operational efficiency through a combination of runway operational use and improvements Need n Efficiently Maintain JBER mission effectiveness n Address FAA counterflow guidance regarding use of one runway for both departures and arrivals n Address increasing civil aircraft traffic and safety concerns in the Anchorage Bowl n Address constraints on operations from the 2011 F-22 Plus. Up EA / FONSI and seasonal restrictions n Address acoustic effects to sensitive off-base areas Integrity - Service - Excellence
Anchorage Bowl Airspace The Anchorage Terminal Area is subdivided into six airspace segments to support: • commercial air carriers, • general aviation, • military aviation § Aircraft fly through four of the six segments on arrivals to Runway 06 § Army Restricted Area to the northeast must be avoided Schematic: Not to Scale Integrity - Service - Excellence
