Aids & Adaptations Policy Thursday 13 th September Charlotte Smith – Housing Strategy Officer (Policy and Performance)
Policy objectives • Policy applies to tenants and their families living in KBC properties • To provide a service which assist tenants with a disability & their households members to live independently in their homes • To set out the criteria by which we will assess all requests for aids & adaptations • Annual disabled adaptations budget of £ 300, 000 - assisted 90 households in 2011/12
Minor Adaptations
Major Adaptations All major adaptations must be recommended by an Occupational Therapist
Tenants applying for disabled adaptations • Old system: all applications for major disabled adaptations were sent to the OT service for assessment. There was no opportunity to discuss housing options with our tenants. • New System: our Home. Move Advisor undertakes housing options interviews with applicants for major adaptations (excluding those living in sheltered accommodation or bungalows) prior to sending a referral to the OT service. • Enhanced Home. Move grant of £ 1, 000 • New approach launched in October 2011 – 2 tenants assisted to move • 17 households registered to move through Enhanced Home. Move
Case Study • Mrs Smith 1 bedroom bungalow in Kettering – suffers with MS – wheelchair dependant. • 2 steep steps to front and rear of property – unable to leave • OT recommended significant adaptations • Following a Housing Options interview Mrs Smith agreed that a move to a more suitable property would be more appropriate • Home. Move Advisor support • Now happily living in a flat in Burton Latimer
When may we refuse an adaptation? • Inappropriate to the type of dwelling for technical or practical reasons • The work would adversely affect communal areas or extend beyond the boundary of a property • Right to Buy application or Order of Court • Tenant is unwilling to move to more suitable dwelling already identified • The work is un-economical and moving to more appropriate accommodation should be considered • The property type & size is deemed unsuitable to the tenants household need or the property is under occupied or overcrowded
Decisions to refuse • Case conference will be held for complex cases • OT Services Clinical Case Conference • Consider: support networks, local amenities, where no suitable accommodation has been found by the Council in the agreed period
