Findings – Who does Africa say Af. HEA is? Af. HEA’s vision is for better and equitable health for Africans through better policies and efficient use of resources to improve health outcomes for Africans through the use of health economics and policy analysis. Af. HEA’s unique value is embedded in six innate value traits recognised by African health sector actors • Expertise – Indigenous and International expertise and concentrated knowledge through collective experience, skills and insights of members both within Africa and globally • Network – Bringing together a variety of stakeholders and experts with interests in the African health economics and policy sector • African Identity – Focused on Africa, representative of Africa's multiple facets and helping find solutions to Africa's health sector problems • Member-driven Approach – Emerged from expressed will of members and continues to run on principles reflecting the will of its members. • Bilingual – Bridging the gap between Francophone and Anglophone Africa • Objective – Openness to all analytical debates and view points based on research and evidence Expertise Bilingual Network Value Traits Democratic Approach African identity Objective © 2010 Accenture. How does Af. HEA work? – as defined by its constitution Af. HEA’s work is driven by the Board of Trustees and Executive Committee and implemented by the Executive Director and Regional Coordinators. Af. HEA plans to further its reach by identifying sub-regional coordinators and establishing relationships with National associations, where possible. Af. HEA Organs – 3 Management groups • General Assembly of Members is the supreme authority and overall policy making body of Af. HEA and members elect management organs. • Board of Trustees is responsible for oversight & supervision of Af. HEA between General Assemblies • Executive Committee is responsible for the day to day management of Af. HEA • The Executive Director is the chief executive officer of the Association and is responsible for its general operation and management as well as providing overall leadership, guidance and policy direction for Af. HEA on a day to day basis Af. HEA Organs Sub-Regional Coordinators National Associations and Sub-Regional Associations Af. HEA Sub-Regional Coordinators • South, East, West and Central Regional Coordinators • Manage Regional relationships and have oversight over Regional issues • Visibility of specific health issues and reforms affecting countries within the sub-region National Associations and Sub-Regional Associations of Health Economists and Policy makers (where in existance) • Ensure a voice for country-specific issues and reforms at a regional level © 2010 Accenture. Programmes (2011 – 2014) Af. HEA has defined three programmes of activities to deliver on its vision of “better and equitable health for Africans through better policies and efficient use of resources”. Each programme focuses on specific outcomes and will be delivered with support from external partners. Af. HEA Plan: Three programmes undertaken by 2013 II. Future Generation I. Research Users Programme to equip decision makers and health professionals to use African health economics and policy outputs • Lack of fluency in health economics and policy issues across the health sector • Multiple sectors impact health outcomes What? • Actively define the research agenda • Drive engagement of the next generation of • Interface between policy makers, researchers and African health economists and policy analysts development partners within Af. Programme development Roadmap Af. HEA’s planned approach includes a period of operationalising activities, followed by enhancing and increasing the association’s reach. Activities are planned over a three year horizon. Conclusion • The African Health Economics and Policy Association (Af. HEA) has defined a strategic plan to guide its activities over the next three years • Af. HEA’s vision is for “Better and equitable health for Africans through better policies and efficient use of resources” with its overall mission “to improve health outcomes for Africans through the use of health economics and policy analysis”. • Af. HEA has identified six traits that describe its unique value: – Expertise – Network – African Identity – Member-driven Approach – Bilingual – Objective • Af. HEA has defined three programmes of activities to deliver on its vision, each designed to deliver specific outcomes: 1. African Research to Policy – To focus and promote the research efforts of African health economists and policy analysts 2. Future Generation – To support the development of the next generation of African health economists and policy analysts 3. Research Users – To equip decision makers to use African health economics and policy outputs • The Af. HEA budget requirements for the three-year period indicate that Af.
