Recognition & Validation within the project (as training units) • Each MU of a chosen unit is a necessary but not sufficient contribution on apprentices’ way to a competent worker – even more important than the parts is the ability to combine these parts contextualised. • The sheet should not be used as a checklist. • Transcript of records of the LO related to the performed MU. • Validation by a kind of evaluation task: • TPT 14: The trainee is working on the whole process of passing bunched circuits, with special respect to the interfaces. • The whole process should be under surveillance of the trainer/teacher and/or an expert-worker. • Recognition: When successful, a certificate is delivered (Ma. Recognition & Validation as part of the qualification (as occupational units) • High overlapping not only in work but also in apprenticeship between Germany, France and UK => Good preconditions for recognising Learning Outcomes in the respective qualifications • Poor overlapping with the Spanish EQF level 5 "HIGHER TECHNICIAN FOR AEROMECHANIC MAINTENANCE" => Learning Outcomes acquired in other countries should be certified separately, e. g. as in-house certificates Vienna-Meeting: ECVT-projects & GHK
Recognition & Validation as part of the qualification (as occupational units) France: very first steps towards designing the general conditions allowing for compatibility between present regulations and ECVET specifications (pilot project) But: Main reticence is about considering that accumulated pieces of competences could lead to a qualification. Trying to find a compatible solution. - French units are terminal certification units and not progressive learning units (compensation system, acting and reacting capacity); -The main impact of ECVET would be at the level of the regulation for the delivery of diplomas; - A possible solution in a recent evaluation method introduced for the Bac Pros (the CCF – Control during Training) - In the aeronautic sector no attempt up to now, at system level. Recognition & Validation as part of the qualification (as occupational units) Spain: No realistic recognition within the higher technician (Maintenance) But: Potential of designing a qualification in aircraft production. Actually: No qualification. Airbus Spain is on the one side not really interested in designing a qualification (the way they hire their workforce is quite cheap) But: On the other side there is an enormous lack of competence, they sent more than 900 workers to Airbus@Bremen within the last 2 years due to the A 400 M FAL in Seville. Recognition & Validation as part of the qualification (as occupational units) Germany: Planned recognition as basis for the new profiles in the sector But: Definitely not as occupational units in the understanding of the ECVET-recommendation. Both social partners (BDLI, IG Metall) insist, that – a holistic exam is needed – the tradition of minimum standards (time frame) should be kept – the neo-liberal approach (the apprentice as the designer of his vocational career by collecting his bricks) is misleading.
