Background • AAMVA driver license fraud detection and prevention initiatives with: – FMCSA – NHTSA • Identify ways to: – verify information presented by driver license, permit and ID card applicants – verify authenticity of presented documents – validate applicant identity 3

Objective • Deter driver license and identity fraud: – Birth certificate primary breeder document – Birth certificate verify information – Driver license identity document – Verified identity document trusted 4

EVVER • Electronic Verification of Vital Events Records • AAMVA + NAPHSIS partnership • Implement EVVE for DMVs • Verify identity information on birth certificate with issuing vital records agency 5

EVVER will not… • Validate that birth certificate document is genuine • Validate that person submitting birth certificate is same person described by document • Verify non-US birth certificates • Verify birth certificates from nonparticipating jurisdictions 8
