Conceptual Approach for Logistics Park Involve state Governments to seek their participation and support. Land to be acquired by DFCCIL independently or in joint venture with State Government and operate through concessionaire for 25 - 30 years. Setting up logistics park in PPP mode (where land is acquired by DFCC or State Government agency) by appointing a Concessionaire with permission to sublease part operations. Logistics Park to be multimodal operating on hub and spoke principle leveraging higher speeds & long leads achievable on DFCC. 17
Logistics Parks on DFC Dedicated Freight Corridor is 3300 Kms freight only network comprising Eastern Corridor extended from Ludhiana to Dankuni 1804 Kms and Dadri to JNPT 1483 Kms on Western Corridor. As per RITES report, Logistics Park to be developed at six locations on the Western Corridor–NCR of Delhi (Rewari), Ahmedabad, Vapi and Navi Mumbai and on the Eastern Corridor–Kanpur, Ludhiana and Durgapur. Apart from MMLPs suggested in RITES Report, about 10 privately owned MMLPs on DFC are in planning stage. 18
Progress on Logistics Park by DFC MOU signed on 10. 09. 2008 with Gujarat Government for joint study for Ahmadabad and other locations. The study report for Ahmadabad and Bharuch submitted by RITES on 26. 09. 2009 MOU signed with Haryana Govt. on 21. 08. 2009 for joint acquisition of land for Rewari in specific and other Logistics Park in Haryana. Railway Board permitted DFCCIL to set up logistics parks along DFCC in phase I specific to set up MMLPs at Rewari, Kanpur, Navi Mumbai & Ahmadabad. The location of MMLP for Rewari logistics Park finalised on 19/11/2009 after meeting with Haryana Govt. representatives. 19
PROPOSED FACILITIES AT DFCs MMLP A Freight Consolidation Center to warehouse and sort outward and inward freight generated in the vicinity. An Auto Park cum loading facility for rail-borne transportation of automobile traffic for export as well as for the domestic market; A Roll on Roll off facility for truck loading / unloading on Railway wagons. PROPOSED FACILITIES AT DFCs MMLP Contd… A Trade Center to facilitate storage, display and whole-sale trading of goods produced in the area; Ancillary Services such as Customs bonded warehousing, cold storage, etc Value added services like Information Systems, Tracking, Inventory Control, Engineering for Loading and Packaging, Automated Sorting Facilities, Labeling and Packaging, Inspection and Quality Control, Materials Recycling and Equipment Repairs and Maintenance etc. 21
Estimated Project Cost of MMLP The total project cost is estimated to be Rs. 1, 480 Crores. Land cost is Rs. 147. 0 Crores The Construction Cost Rs. 704. 4 Crores and The Equipment Costs (RMGs, RTGs, Reach Stackers, Forklift, Tractor Trailers, Weighbridge, and other Equipments like IT, security, fire fighting, container tracking systems, inventory management system, etc) as Rs. 314. 3 Crores. The Soft Cost (Consulting Fees, PMC Fees, Syndication Fees, Contingency, Margin Money, Interest During Construction) is Rs. 313. 6 Crores 22
LOGISTICS PARKS ON D F C C • Logistics Park to be developed near Navi Mumbai / Panvel, Rewari, Jaipur, Palanpur, Ahemdabad, Vapi, Vadodara, Dadri, Ludhiana, Kanpur. • Set up Sub-SPVs for development of logistics park on PPP route. • Land requirement Mega Park (SEZ) 1000 Acres, Medium Parks- 500 Acres and Special Parks-250 Acres. • Develop commodity specific terminal and value added service. • DMIC corridor would strengthen the need for setting of such Logistics park.
Relevance of Logistics Park • Reduction in parcel size of traffic. • Reduction of logistics cost in supply chain management. • Congestion in and around cities. • Diminishing share of rail in white goods and non bulk traffic. • Ideal opportunity to reap in the benefits by developing rail-linked logistics hubs (parks) on alignment of DFC. • Ventures for growing field of RORO and Auto car Carrier business.
ASSISTANCE REQUIRED FROM GUJARAT GOVT. • Identify possible locations of MMLP in Ahmedabad and Palanpur. • Early acquisition of land for DFC as well as MMLP. 25
