SMART COOKIES • Smart cookies (old name, city mayor) are chosen for 5 years among the residents of a city by their free will through the series of aptitude tests. • The tests include: 1. A mental stability test – includes a part with questions developed by psychiatrists and an essay on vision of future for the city; 2. A background knowledge test – a list of questions concerning general knowledge, history, geography and economy; 3. A political competence test – a list of questions about previous leaders and their policies, the changes in legislation and the current state of the country. Smart cookies can hire a team of advisors. Their responsibilities include most of the policies in the country: tax regulations, financial expenses, development of the city etc.
REGIONAL EGGHEADS • Regional eggheads are chosen among the most successful and popular smart cookies with a mandatory aptitude test. • Their responsibilities include primarily relations with other regional eggheads and the Brainiac. They also are to regulate conflicts between smart cookies within the region.
THE BRAINIAC • The Brainiac (old name, the President) is chosen by national vote among regional eggheads. The Brainiac can be advised by all most prominent scientists and scholars to regulate relations with other countries and enforce Constitutional laws. • The Brainiac voting takes place every 10 years or after the resign of a previous Brainiac. The voting is carried out through Internet and includes a part in political competence and a part with candidates. All voter are to examine all profiles of the candidates and current state of policy.
ARMY • The army in Intellectia doesn’t report to the Brainiac only. All important decisions on wagging a war or military interference are made by voting of regional eggheads and the Brainiac having a casting vote.
CRIMINAL LAW • The laws in Intellectia are very strict. A murder implies from 20 years to life imprisonment. The same goes for crimes against children. Other major crimes imply not least than 10 years without a possibility of parole. All criminals work for their living, thus doing the hardest and most unpopular works in the country.
MIGRATION POLICIES • All citizens are free to emigrate to any country. All immigrants are welcome, but they have to prove their worth to society before gaining equal rights. During 5 years all immigrants if they want to have equal rights must work with lower salary and adhere to all laws in the country.
CORRUPTION • Every citizen has a right and duty to report on any person or organization that takes bribes or is engaged in financial fraud. The evidence should be provided, such as a video or audio record or other substantial proofs.
ARMS CONTROL • No citizen, except for military bound people at service, has a right to carry a weapon. All weapon stores are out of law.
