Doing Business with Council is required to show compliance with the Sound Contracting Principles of the Local Government Act 2009. These are: • Value for money; and • Open and effective competition; and • The development of competitive local business and industry; and • Environmental protection; and • Ethical behaviour and fair dealing. To accomplish these Council has procedures in place.
How to Work with Council has many different avenues for businesses to work with Council • Business Directory – free registration • Pre-Qualified Supplier Panels • Local Buy Panel Arrangements and Council operates on a Best and Final Offer (BAFO) strategy and Council records and publishes information necessary to maintain compliance for transparency and ethical standards and Council has systems in place for community engagement relating to situational and environmental issues
Buy Local Encouragement of existing and potential businesses Providing assistance to the local industries to meet Council standards Propose new or existing locations within Council region to benefit both Council and the business Engagement of local resources and community groups
The Buy Local Experience Council’s commitment to the development of the local economy and local businesses growth requires transparent and fair evaluation of tenderers submissions and commitment by tenderers. The tenderer should include a statement outlining their strategy for working with Council to achieve the following: • Engagement of locally sourced resources (personnel, equipment, subcontractors) • Sourcing from local industry and upskilling of local knowledge (equipment, skills, goods and services) • Understand engage with the local Community groups to further grow the region And all other forms of engagement the tenderer may undertake
What does ‘Buy Local’ Attach to? ‘Buy Local’ is considered in all of Council’s purchasing and procurement, this includes but is not limited to: • Goods including road marking and road making materials, building materials, vehicles • Services including professional consultants, legal and maintenance contractors • Works including road and building construction, refurbishments and fitouts Council advertises these requests through issuing of: • Request for Quotes • Expression of Interest • Request for Tenders
