New York State Library Public Library Construction Grant Program Eligible Costs/Activities • Construction, acquisition, renovation or rehabilitation of a library building, or the renovation or rehabilitation of a building leased for library purposes. • Equipment and furnishings are eligible within the context of a construction project for a new building, building addition or substantially renovated/rehabilitated space. • Site acquisition, site grading of owned property in conjunction with a building project, and supervision of the construction, renovation, or rehabilitation. Program Priorities • Projects that increase energy conservation, provide accommodation for computer equipment and new technologies, and bring libraries into compliance with the Americans with Disabilities Act. • Projects that will extend library services to people residing in geographically isolated and economically disadvantaged communities.
New York State Library Public Library Construction Grant Program • Eligibility: Any public library or public library system chartered by the Regents of the State of New York or established by an act of the New York State Legislature is eligible. • For the 2011 -2014 Program, the potential award was $2, 500 for a total project cost of $5, 000. However, it is anticipated that most area libraries will fall within new guidelines allowing a request up to 75% of the allowed project costs. • Allocations are made to each library system. New York State Department of State Local Government Efficiency (LGE) Programs The Local Government Citizens Re-Organization Empowerment Grant Program and Citizen Empowerment Tax Credit aid local governments moving forward with government re-organization. Local Government Citizens Re-Organization Empowerment Grant Program For the consolidation or dissolution of a Local Government Entity in accordance with Article 17 -A of the General Municipal Law. Citizen Empowerment Tax Credit Additional annual aid to local governments, equal to 15% of the combined amount of real property taxes levied by all municipalities involved in consolidation or dissolution on or after April 1, 2007.
New York State Department of State Local Government Efficiency (LGE) Programs Local Government Performance and Efficiency Program Recognizes and rewards municipalities that have undertaken significant innovative actions to improve the overall efficiency of governmental operations and have produced quantifiable recurring financial savings reducing the tax burden on residents. Local Government Efficiency Grant Program • Competitive grants for local governments that demonstrate new opportunities for financial savings and operational efficiencies. • The maximum grant is $200, 000 per municipality; up to a maximum of $1, 000, with a maximum of $25, 000 per municipality for planning component of project.
