BSC/Cen. SARA RFP • $200 k available for projects that reduce air pollution from diesel engines in BSC states • 2 to 4 subgrants for a variety of projects including those in the energy, air/water/rail, fuels, nonroad and the onroad sectors

Legislation Re-cap Authorization: Energy Policy Act of 2005 • Sub-Title G, Sections 791 -797 • Diesel Emissions Reduction Program (sometimes called Clean Diesel or “DERA”) • $200 M per year for five years • Separate authorization, not Clean Air Act 103 or 105 • Allows for “implementation” rather than “demonstration”

Blue Skyways Clean Diesel Funding Assistance Program: Eligible Entities • Regional, state, local, tribal or port agency with jurisdiction over transportation or air quality; and • Nonprofit organization or institution which – Represents or provides pollution reduction or educational services to persons or organizations that operate diesel fleets; or – Has, as its principle purpose, the promotion of transportation or air quality
Blue Skyways Clean Diesel Funding Assistance Program: Use of Funds • Cannot fund the cost of emissions reductions mandated under Federal, State or Local law • Grants are not for emissions testing

SEPS
SEPs • Supplemental Environmental Projects (SEPs) to benefit communities – EPA-Region 6 settled 56 cases with SEPs in FY 2005 at a total value of $8, 161, 812
SEP Details • SEPs are voluntary • Violators must choose • Violators typically do not want to be inconvenienced but want to know a SEP would truly benefit community • A good explanatory background document for enforcement staff to use with violators can be very important
Example SEPs • Hydrogen fuel cell applications – 250 kw hydrogen fuel cell ($1. 2 million) at Moody Gardens, Galveston (HARC has done two application studies for EPA) • Regional green power purchases • Lawn mower buy-back programs • Ground source heat pump and solar hot water heater installations
Birdville High School, North Richland Hills, TX; 300, 000 sq. ft. ; 160 ground-source heat pumps; zoned heat exchangers; almost 50% reduction in costs over conventional gas and electric HVAC systems
