五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (一)双壳贝类养殖区管理 Management on the aquaculture area of bivalve molluscs 1、养殖区选择与确定Selection and determination of aquaculture area 在进行养殖区的分类之前,美国和欧盟都强调要进行养殖区环境的卫生评估: ●要进行人类或动物污染源的识别与控制评估; ●要对季节变化、降雨量、废水治理等有机物的污染程度进行评估; ●要依据海洋动力学和生产区的潮汐循环进行污染物循环特点的评估; ●要建立科学的取样计划,取样数量、取样地点的地理学分布和取样频率要有充分的代 表性。 Before classifying the aquaculture areas, U. S. and EU have stressed the sanitary assessment on the environment of aquaculture areas : ● To conduct assessments on the identification and control of pollution sources of human or animal ; ● To conduct assessments on organic pollution related to seasonal changes, rainfall, and wastewater treatment; ● To conduct assessments on the characteristics of pollutants cycling based on ocean dynamics and tidal cycle; ● To establish a scientific sampling plan. The sampling quantity, geographic distribution of sampling locations and sampling frequency should be adequately representative.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (一)双壳贝类养殖区管理 Management on the aquaculture area of bivalve molluscs 1、养殖区选择与确定Selection and determination of aquaculture zone 按照FAO“水产养殖认证指南”的要求,养殖区的评估还应考虑到双壳贝类的生态养 殖、动物健康和福利方面的问题,如是否满足贝类对不同地理条件、自然环境、饵料等 的需求等。通过健康最优化、压力最小化、减少水产动物疾病风险,保持生产周期各阶 段的健康的养殖环境。生态和健康的养殖环境对贝类的食用安全性是至关重要的。解决 了贝类的生态养殖和健康养殖,使得贝类在环境清洁、饵料丰富的条件下愉悦生长,方 可使人类得到营养、丰满的安全美食。 According to FAO “ Guide of Aquaculture Certification ” , the assessment of aquaculture zone should also take into account the ecological culturing, animal health and welfare issues of bivalve molluscs, such as whether meeting the requirement about the shellfish on different geographical conditions, the natural environment, bait, etc. To reduce the risk of aquatic animal diseases through health optimization, pressure minimization and maintain healthy aquaculture environment of the various stages of production cycle. Ecological and healthy aquaculture environment is essential for the edible safety of shellfish. Only the ecological and healthy culturing are the shellfish grown under the pleasant conditions of clean and feed rich, can the mankind acquire nutrient, rich and safe food.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (一)双壳贝类养殖区管理 Management on the aquaculture area of bivalve molluscs 2、养殖区分类 Classification of aquaculture area 养殖区的分类是以养殖区的水体或者贝肉中是否有粪便污染以及粪便污 染的程度进行分类,以粪大肠菌群或大肠杆菌做为粪便直接或近期污染的指 示菌。由于大肠菌群仅能指示粪便的间接或远期污染,因而近年不再以该菌 做为指示菌。 Classification of aquaculturing zone is based on if there is faecal contamination and the extent of fecal contamination of shellfish flesh in waterbody of aquaculture zone, the fecal coliform or E. coli are used as indicator bacteria of direct or lately fecal pollution. As the fecal coliform only indicate indirect or long-term pollution, and therefore it was no longer used as the indicator bacteria in recent years.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (一)双壳贝类养殖区管理 Management on the aquaculture are of bivalve molluscs 2、养殖区分类Classification of aquaculture area ■美国(国家贝类卫生计划, National shellfish sanitation program, NSSP) 按照NSSP的规定,将双壳贝类养殖区划分为五类: 许可区:水样的粪大肠菌群 的MPN值为每 100 ml不超过14; 限制区:水样粪大肠菌群的MPN值为每 100 ml不超过88; 禁止区:未调查鉴定或污染严重区域,通过暂养或净化达不到人类安全消费的水平; 条件性许可区:有条件许可采捕时,应符合许可区的卫生条件; 条件性限制区:有条件限制采捕时,应符合限制区的卫生条件。 In accordance with NSSP, the aquaculture areas of bivalve molluscs are divided into five categories: Approved Area: The fecal coliform MPN of the water sample results shall not exceed 14 per 100 ml. Restricted Area: The fecal coliform MPN of the water sample results shall not exceed 88 per 100 ml. Prohibited Area : No sanitary survey or seriously polluted areas where the shellfish can not reach the level of human safety consumption even through holding or purifying; Conditionally Approved Area: it is in line with sanitary conditions of approved area while permitting harvest; Conditionally Restricted Area : it is in line with sanitary conditions of Restricted Area while permiting harvest;
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (一)双壳贝类养殖区管理 Management on the aquaculture area of bivalve molluscs 2、养殖区分类Classification of aquaculture area ■欧盟 (EU 854/2006/EC) 按照 854/2006/EC指令的规定,将双壳贝类养殖区划分为以下三类: A类:贝类体内的大肠杆菌MPN值为每 100克不超过230的,可以供人类直接生食; B类:贝类体内的大肠杆菌MPN值为每 100克不超过4600的,需经过净化达到A类限值后方可供 人类生食;(净化) C类:贝类体内的大肠杆菌MPN值为每 100克不超过 46000的,需经过暂养和净 化达到A类限值 后方可生食;(暂养) In accordance with Directive 854/2006/EC, the aquaculture area of bivalve molluscs are divided into 3 categories: A: E. coli MPN of shellfish shall not exceed 230 per 100 g, the flesh can be eaten raw. B: E. coli MPN of shellfish shall not exceed 4600 per 100 g, the flesh can be eaten raw only if the shellfish were purified and reached the standard of class A; C: E. coli MPN of shellfish shall not exceed 46000 per 100 g, the flesh can be eaten raw only if the shellfish were purified or hold and reached the standard of class A;
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (一)双壳贝类养殖区管理 Management on the aquaculture area of bivalve molluscs 2、养殖区分类Classification of aquaculture area ■欧盟 (EU 854/2006/EC) 对贝类体内的大肠杆菌MPN值每 100克超过 46000的区域,不得进行采捕作业。 对来自B类和C类区域的、未经过净化或者暂养处理的贝类,需按照规定的 艺进行加 热处理。 Harvestiong operations will not permitted in the areas where E. coli MPN exceeds 46000 per 100 g, the shellfish from B and C area and without holding and purifying shall be heat- processed in accordance with prescribed technology before eating.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (一)双壳贝类养殖区管理 Management on the aquaculture area of bivalve molluscs 2、养殖区分类Classification of aquaculture area ■中国 (农业部关于开展 2009年海水贝类产品卫生监测和生产区域划型 作的通知,农渔发 2009年 20 号) 按照农业部文件的规定,海水贝类生产区域划分为三类。 第一类生产区域:每 100克贝肉内大肠杆菌MPN值低于230,该区域生产的贝类产品可以直接上 市并可供生食; 第二类生产区域:每 100克贝肉内大肠杆菌MPN值低于4, 600,该区域生产贝类产品可直接上市; 第三类生产区域:每 100克贝肉内大肠杆菌MPN值低于46, 000,该区域生产的贝类产品不能直接 上市。 China (Notice of Ministry of Agriculture on developing sanitary monitoring and type-dividing of production areas in 2009). In accordance with the document of MOA, the production areas of seawater shellfish are divided into three categories. The first-class production area: E. coli MPN of shellfish shall not exceed 230 per 100 g, the flesh can be directly marketing and eaten raw; The second-class production area: E. coli MPN of shellfish shall not exceed 4600 per 100 g, the flesh can be directly marketing ; The third-class production area: E. coli MPN of shellfish shall not exceed 46000 per 100 g, the flesh are not permitted to be directly marketing ;
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (一)双壳贝类养殖区管理 Management on the aquaculture area of bivalve molluscs 2、养殖区分类 Classification of aquaculture area 尽管美国是以养殖区水中的粪大肠菌群做为分类指标,欧盟是以贝类 体内的大肠杆菌做为分类指标,但是两者的来源和分类性质是一致的,都 是要对养殖区的粪便污染进行预防和控制。对水中的粪大肠杆菌进行监控, 便于发现贝类被粪便污染的趋势性以便控制,对贝类体内大肠杆菌的检测, 可明确贝类被粪便污染的确切性和程度。 Although the U. S. uses fecal coliform of the water and EU uses E. coli of shellfish body as the indicator of classification, but both are the same in the source and nature of classification, they all implement prevention and control on fecal contamination of aquaculture area. Monitoring Fecal coliform of the water so as to find the trend that shellfish are contaminated by fecal and take the measures of controlling, monitoring E. coli. of the shellfish flesh to determine the exact nature and extent of fecal contamination.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (一)双壳贝类养殖区管理 Management on the aquaculture area of bivalve molluscs 3、养殖区监控 Monitoring of aquaculture area 国内的贝类养殖区监控由农业部及其在各地的渔业行政部门负责; 通过周期性的监测及时发现养殖区出现的污染物及其变化。及时发现养殖环境中微生物的变化性 质和有毒浮游生物的存在,及时发现贝肉中粪便污染的可能变化,贝类毒素和化学污染物的存在; 通过养殖区的检测对分类养殖区实施动态分类监控,实施养殖区的关闭、开放管理; 对违法违规采捕和经营行为进行处罚和纠正。 Ministry of Agriculture and its local fishery administration are responsible for the monitoring of shellfish aquaculture area; Through periodic monitoring to find timely the occurrence and change of the pollutants in the aquaculture area, the changing nature of microbe and the exist of toxic plankton in the aquaculture environment, the possible changes of fecal contamination on shellfish flesh, the exist of shellfish toxin and chemical pollutants; Dynamic classified monitoring on the aquaculture zone through periodic surveillance so as to exercise close and open management on the aquaculture area; Enforcing the punishment and correct for the illegal harvesting behaviors.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (二)出口企业卫生注册管理Sanitary Registration Management for Export Establishments 质检总局对出口活贝类养殖场/中转包装场、出口贝类产品生产加 企 业实施卫生注册制度。凡养殖/中转出口活贝类以及生产加 、储存出口贝 类产品企业,必须进行卫生注册,获得卫生注册证书。 AQSIQ implements sanitary registration system for aquaculturing/packing farm, the processing establishments of export shellfish products. The establishments which yield, process and store export shellfish products must obtain the certificate of sanitary registration. 进口国家或地区有注册要求的,还须经国家质检总局推荐向进口国家或 地区注册。 If the import countries/regions have the requirements of registration, the relevant export enterprises shall be recommended registration abroad by AQSIQ.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (二)出口企业卫生注册管理Sanitary Registration Management for Export Establishments 对于获得注册的出口贝类产品加 企业,每年应进行一次官方的HACCP 验证,并更换HACCP验证证书。 For the registered processing establishments for export shellfish products, at least one official assessment for HACCP system should be implemented, and the HACCP certificate should be changed every year. 出口贝类产品生产加 企业卫生注册有效期为 3年,出口活贝类养殖/中 转企业有效期 5年。注册期满后要进行换证复查。 Inspections for certificate changing should be carried out for every 3 years. 在复查换证 作中发现不符合相关要求的企业不予换证。 The certificate can not be changed if the establishment can not meet the relevant requirement during the inspections for certificate changing.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (三)出口贝类产品加 企业自检自控体系 Self inspection and control system of processing establishment for export shellfish products 体系文件 System Documents 出口贝类加 企业须建立出口贝类产品的HACCP计划、卫生质量体系 文件等完善的质量控制体系文件 The processing establishment must stipulate integrated documents of quality control system including HACCP plan and documents of sanitary quality system. 按照法规要求定期进行内部审核 Internal examination should be carried out regularly according to the requirement of laws and regulations.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (三)出口贝类产品加 企业自检自控体系 Self inspection and control system of processing establishment for export shellfish products 批次管理Batch management 企业应按照《出境水产品追溯规程(试行)》要求对产品实施批次管 理,并做好相关记录,确保产品的有效追溯 Establishment should implement batch management according to the tracing procedure for export aquatic products (trial edition), and record the relevant data to ensure the traceability of the products.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (三)出口贝类产品加 企业自检自控体系 Self inspection and control system of processing establishment for export shellfish products 原辅料控制 Stuff control 出口贝类加 企业必须建立原辅料控制措施。 Control measures for stuff should be established in processing establishment for shellfish products. 出口加 用的贝类原料必须来自于主管部门许可的生长海域,具有养 殖证。 The shellfish stuffs processing for export should be come from the ocean area approved by CA and issued farming certificate by CA. 所有生产加 企业必须建立可追溯的原辅料验收和收购制度,并做好 原辅料验收记录和批次管理记录。 All processing establishments should establish traceable system for stuff examination and purchasing, and record data of stuff examination and batch management.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (三)出口贝类产品加 企业自检自控体系 Self inspection and control system of processing establishment for export shellfish products 产品质量控制 Quality control for products 企业在生产加 过程中应严格按照制定的质量体系文件要求进行操作 和管理,对原料、半成品、成品进行有效的控制 Establishments should strictly carry out operation and management to efficiently control the stuffs, half products and final products according to quality system documents, 开展对原料、半成品、成品实验室检测 Carry out tests for stuffs, half products and final products in labs.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (三)出口贝类产品加 企业自检自控体系 Self inspection and control system of processing establishment for export shellfish products 追溯与召回制度Traceable and Recalling System 按照《出境水产品追溯规程(试行)》要求建立产品追溯制度,对产 品实施批次管理,并做好相关记录,并建立产品召回制度,确保不合格产 品能够快速准确的实施追溯和召回。 Establishments should set up traceable system for products according to the tracing procedure for export aquatic products (trial edition), implement batch management, record related data, and set up product recalling system to ensure the non-compliant products can be traced back and recalled accurately and quickly.
五、出口贝类检验检疫监督管理 Supervision management of inspection and quarantine for the export shellfish (四)监督管理 Supervision and Administration 出口贝类加 企业的监督管理 Supervision and administration on processing establishments ■监管记录 《卫生注册评审员评审与监管 作笔记 》 Working notes for inspection and supervision of the sanitary registration auditor. 不符合项通知企业并督促限期整改 The auditors should inform the non-compatible items to the establishment, and supervise and urge the establishment rectify the non-compatible items in certain times. 跟踪监督检查 The auditors should trace and check the correction results of the noncompatible items.

Application for inspection. When applying for inspection, the owner or his agent shall fill in the inspection application form of the export cargo and provide contract/credit letter, invoice, loading bill, establishment inspection bill, the inspection bill of packing performance, the copy of sanitary registration certificate.
